| In recent years,with the improvement of environmental awareness and the emergence of environmental problems,there is a trend of high incidence and frequent occurrence of NIMBY conflicts in China.However,throughout the literature about NIMBY in China,most of them focus on the failure cases of NIMBY prevention and governance,discussing the reasons of NIMBY conflicts and proposing appropriate actions for local governments in the future.As a result,there is always a lack of perspective from successful cases.On the one hand,there are few successful cases of prevention and governance of NIMBY conflicts at present.On the other hand,the generalization and universality of case experience may be questioned.Based on this,this study selects a typical case of prevention and governance of NIMBY conflicts in recent years:the waste incineration power generation project in Jiashan County,discussing the strategies adopted by local governments to avoid large-scale social opposition,and accordingly puts forward some suggestions on the prevention and governance of NIMBY conflicts.Based on the previous studies,this paper holds that the key to prevention and governance of NIMBY conflicts lies in clarifying its cause.Therefore,starting from the attribution model,we explored the local government’s strategies and governance processes for the internal NIMBY syndrome and the external social network in the implementation of waste incineration power generation project.This study found that the key to the improvement is the public communication and participation in advance,information transparency,reasonable interest expression channels and benefit compensation.Through these strategies,the local government in Jiashan County has been able to crack the factors that form the internal NIMBY syndrome and take full advantage of both traditional and emerging social networks to actively promote NIMBY facilities and to dominate public opinion.This paper includes six chapters in the structure.The first chapter is the introduction,which mainly introduces the research background and the research questions,and on the basis of this,it clarifies the significance and the research method.The second chapter and the third chapter is the literature review and analysis framework.After reviewing the existing concepts,causes and governance measures of the NIMBY conflicts,this paper puts forward that the key to avoid NIMBY conflict is clarifying the attribution model,and proposes an analytical framework consisting of internal NIMBY syndrome and external social network.The fourth chapter and the fifth chapter is case introduction and in-depth case analysis.After basically introducing the waste incineration power generation project in Jiashan County,the analysis framework proposed in Chapter 3 will be used for explain every factor(including risk perception,interest loss,trust and social network)in the case,therefore exploring the governance strategies of Jiashan County’s local governments.The sixth chapter is the conclusion.It summarizes the successful experience of Jiashan County for the governance of NIMBY conflicts,and puts forward the research prospect of the future research. |
