At the beginning of the 21 st century,the world trend under the influence of the criminal justice system reform,"community correction" as a concept and system,is added into the criminal judicial ideas in China,but also on the reform agenda.So-called"community correction",is in prison execution which is different from traditional"correction" prison "relative,it is a criminal who will conform to the conditions of community correction in the community,by the specialized state organs with the help of relevant social organization and social volunteer,in the judgment or written order or decision within the time limit,for sure,corret criminal psychology and behavior habits,and promote the smooth return to society non-confinement penalty enforcement activities.The most common form in penalty is imprisonment.There is no denying the fact that imprisonment has played a huge role in crime prevention,but with the continuous development of criminal law theory and the development of the human rights thought,people gradually realized the limitations of prison management,therefore mitigation kinds of punishment,and punishment of light punishment and open criminal law is the inevitable result of development and progress.As an imprisonment of community correction system arises at the historic moment,community correction is the basic developing trend of modern correctional system.The purpose of this paper is to from the Angle of new type of urbanization and the combination of community correction as the breakthrough point,with "the urbanization" as the core in this paper,the system of community correction,moreover combining rural urbanization,urbanization of farmers,management,community research as the background,to study the practice of community correction.Community correction from blank slowly to improve and perfect the system,but in the actualprocess,the relevant system still can not adapt to the complex work of community correction.One is the residents’ participation is not high,is not conducive to the community inmates resocialization.Second,residents’ legal consciousness,is not conducive to its role in community correction.Three is the lack of coordination between departments,each department cooperation needs to be strengthened.Four is too rough,correction methods needs to be refined,perfecting the operation.Five is the limited resources of community correction,need to cultivate related social organizations.Six is the insufficient community work personnel,need to recruit qualified personnel.Seven from the legislative point of view,form a complete set of legislation of community correction is not complete.The community correction on the problems existing in the urbanization process is a specific reason,the main reason is: one is the urbanization break acquaintances relationship,challenges correct resources integration;Second,urbanization of farmers privacy living space,reduce the depth of the community residents exchanges;Three is the consciousness of community governance has not awakening;Four is the rule of law thinking failing to enter the correct domain.In order to improve the correction of xiang cheng district of su zhou,it is necessary to strengthen the exploration in the following aspects: one is to build a harmonious consciousness,strengthen the cooperation between and civil affairs,public security departments,coordination mechanism;The second is to strengthen integration means,refine,perfect education in community correction,labor content,case modification and electronic monitoring;Three is a grass-roots level,to improve the recognition of the masses,participation;Four is to strengthen the ngo development,improve the community the function of multiple governance body in correct;Five is to improve the correct team,improving the quality of correction.
