According to the 19 th National Congress of the Communist Party of China,the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life has become the prominent problem,as socialism with Chinese characteristics has entered a new era.During this period,the public's desire to express their own demands is unprecedented.In the self-media environment,the mobile terminal,as a substitute of traditional network equipment,provides convenience for people's lives while also gives them the opportunity to deliver their thoughts at anytime and anywhere.Benefit from low-cost and high-efficiency of internet,netizens are able to share their opinions easily.Some netizens are extreme and irrational which lead to issues and challenge the governmental crisis management capability.This paper uses the “Tons of Wheat Has Been Forgotten in Seven Years” as case study and analyzes it as per the theory of crisis life cycle.The crisis life cycle is divided into four stages.They are prodromal stage,acute stage,chronic stage,and resolution stage.This paper also analyzes the characteristics of each stage and evaluates performance of the local government.In this case,the local government is inexperienced.It lacks of crisis awareness in the prodromal stage so that it couldn't identify and assess internet crisis timely.During the acute stage,the government is outbreak of internet crisis incident response policies resulting the late actions.At the chronic stage,the government lacks of public interaction,causing users irrational speech.At the resolution stage,the government only releases limited data which loses credibility.Based on the causes and effects in the case,this paper proposes some correspondences.First,the government should improve its crisis awareness and confront internet crisis wisely.Second,the government should enhance information transparency to solve the risks and negative impacts that are caused by the information inequivalent between the government and the public.Third,the government should build its own incident response team,or,at least,outsources a professional agency to handle internet crisis.Meanwhile,all of the government employees should be well-educated with internet crisis knowledge for the purpose of predicting and identifying the crisis in the first place.Fourth,the government should establish the robust internet crisis' s monitoring and management policies depending on the four stages of the crisis lifecycle to guarantee correct tactics are implemented at each stage.Fifth,the government should appeal netizen to be rational,regulate netizen behaviors,and speed up the creation of cyber law.At the conclusion,this paper has done the critical thinking regarding the reasons and facts of this case.It appeals that the government controls public toward to a positive direction,adopts appropriate response plan,and establishes a good reputation whenever internet crisis occurs.This paper uses case study methodology which combining theory and practice.This paper also summarizes several operational strategies to help the government deal with internet crisis in the future.
