Cadre education and training is a pilot,basic and strategic project of cultivating high quality cadres.Nanning has always attached great importance to the cadre education and training with growing funds,trainees and courses.The training institutions becomes more professionalized with enriching training methods and content.Trainees’ overall evaluation of the training was good and the cadre education and training industry achieved rapid development.However,with the advancement of cadre education and training work,training management and organization costs continue to increase,the growing money input,training method,contents,modes and effects fell short of expectations of trainees.The enhancement of training’s overall effect encountered bottleneck.Under the central government’s guidance to improve style of work and study and the background of strengthening the administration of training,it is urgent to avoid training and resource waste,promote scientific allocation of training resources and improve efficiency,which are needed to be dealt with in the process of cadre training.This paper,adopting the methods of questionnaire investigation and panel interview,finds out the current problem existing in the supply and demand of Nanning’s cadre education,namely unidentified training needs,unqualified supply,and unreasonable supply structure.The causes of these problems lie in:untapped training demand,low-level of training marketization,unfocused supply of training,communication failure between training supply side and demand side.The above mentioned causes directly lead to the lack of effective supply of education training for cadres in Nanning,and severely restricted the promotion of training effect.In recent years,the western developed countries,introduce:ing market competition mechanism in the field of civil service training and various new training tools,has obtained the good development of training in public servants.There are many experience and lessons worthy of learning from,such as cadres stimulation,market-oriented methods and usage of many training tools,etc.In view of the current situation and problems in supply and demand of Nanning’s cadre education,after drawing upon the good practices of civil servant training supply in western countries,the author proceeds from four aspects,namely,demand identification,effective supply,training ensurance,outcome response,and put forward to set up a demand-oriented training mechanism of cadres,which is to say,to set up the demand identification mechanism,effective supply mechanism,training ensurance mechanism,outcome response mechanism,in order to improve the cadre’s training supply quality and enhance its effectiveness.
