Research On The Effective Methods Of The Demand Oriented Training Of Countryside Cadres In Shanghai

Nowadays,building a new socialist countryside is a major historic task in the process of China’s modernization.Rural grassroots cadres is the direct executor of party’s policy in the rural areas,the guide for sustainable and effective development of rural economy and the issuer of scientific and rational national resources,who play an irreplaceable role in the process of new rural construction and overall planning of urban and rural development.However,in the rapidly changing development environment,because of many grass-roots cadres’ lack of understanding of the short board,capacity and methods,there is nonfeasance and disorderly conduct in the cadre team.Some rural grass-roots cadres even have weak awareness of law,do not abide by the law,slack law enforcement,which will affect the realization of "comprehensive well-off society,comprehensive deepening reform,comprehensive implementation of the rule of law,four comprehensive" comprehensive strategy proposed by our party.The meaning of the research lies in carrying out effective education and training from the needs of organization,grassroots job requirements,the personal needs of cadres,to improve the quality of grassroots cadres,strengthening the construction of rural grassroots organizations,and promote the overall development of rural undertakings.Based on three level demand theory and systematic training theory,this essay works out the method of demand-oriented education and training of countryside cadres,through analyzing its importance in the organization work of party.As to the researching methods,through 309 questionnaire surveys from village cadres and visiting committee members of organization work and village cadres,setting Shanghai Fengxian as an example,analyzing the status quo of the training of rural grassroots cadres in Fengxian District and fanning out from(a)point to(an)area to putting forward the common problems existing in the training of grassroots cadres.Through investigation and study,we summed up three main problems of the current grassroots cadres’ education and training.First is that the organizer doesn’t make enough analysis on the external demand on training of countryside cadres.Second is that trainees lack power and demand of training.Third is the lack of supply of training and supply for the countryside cadres.It makes a deep analysis on the existing problems of content,method and system of training.It also puts forward suggestions on the further analysis on demand of countryside cadres’ training,exciting the internal power of study of countryside cadres,and optimized training for the countryside cadres.Hope the countermeasures and suggestions as well as the implementation of specific measures putted forward by this paper will promote the training of grassroots cadres education and training more and more perfect,leaders at all levels should pay more attention to and in action to support the education and training of cadres at the grassroots level,so that to build a clean and honest cadres team with firm conviction,public service willing,diligent and pragmatic quality and courage to play.
