Study On Natural Disaster Prevention And Management Of Local Government

With the occurrence of "SARS" event and Wenchuan earthquake and so on in our country,the public crisis management research has developed rapidly in our country,a case of three systems management system has informed in practice,is the basis for our government to deal with public crises.In addition,China is one of the countries of frequent occurrence of natural disasters in the world.And natural disasters are one of the four types of public crisis events.The occurrence of natural disasters has a serious impact on the lives and property of the people and the steady development of society.The local government plays an important role in dealing with the local natural disaster and undertakes the important responsibility,so how to strengthen the prevention and management of natural disasters and avoid the occurrence of crisis events has become an important issue for the study of the local government.This paper summarized and analyzed China's current public crisis prevention problems in the management based on the emergency management mode and management experience at home and abroad.And this paper discusses the characteristics and contents of the public crisis prevention and management and analyzes the concepts and theories of the ethics of public administrative responsibility.On this basis,an interview outline was compiled for flood events occurred in Qilihe of Xingtai in July 19,2016.Through interview according to the outline,a field survey was carried out on the villagers and local government of Da Xian village,obtains the first-hand data.In addition,this article integrates the "7.19" flood case of Qilihe of Xingtai and Jingxing of Shijiazhuang from the Xingtai people's government,Xingtai Water Conservancy Bureau and Jingxing government website,through detailed analysis and interpretation of the case,finding the problems in the prevention and management of the government,and then put forward some specific suggestions and measures.The conclusions through the case analysis are as follows: the lack of appropriate and effective information communication mechanism;the government's ability to prevent natural disasters is relatively low;artificial construction project occupies the river,influence the function of flood;government responsibility is relatively weak;absence of post regulation mechanism;lack of early warning mechanism;lack of supervision mechanism and the weakness of prevention of natural disaster.A good information interaction mechanism between the government and the public has been put forward;achieve preventive normalization management;to establish the concept of "river function first" and strengthen the inspection and maintenance of the river course;to clarify the responsibilities of government related personnel and implement the accountability system;to establish the early warning model combining government authority release and civil early warning;to establish a crisis reporting system,strengthen supervision of crisis prevention management;to form a good prevention culture,strengthen the government crisis awareness of specific measures to promote the local government to improve the ability to prevent natural disasters management.
