Research On The Problems And Countermeasures Of Coal Mining Community Governance

The coal mining community,a kind of resource-based community,is built for coal mine development with its own characteristics.Under the background of community governance reform in our country,the mode "enterprise do society" of original coal mining communities has not adapt to the development of modern society,also cannot meet the increasing material and cultural needs of the coal mining community residents along with the negative influence of the downturn in the coal industry in recent years.Therefore,it is imminent to reform the governance model of coal mining community.Chengzhuang coal mine community is analyzed as a case in this article.At present,there have been some problems in the community governance,such as relying too much on coal mining enterprises,lack of governments support and guidance,lack of community residents participation and the imperfection of the community service,and so on.In order to seek countermeasures for coal mine problems arising from the community governance,the causes of those problems are analyzed from three aspects that include the concept of community governance,the structure of community governance and the supply market of community service.Based on the above content,some measures are put forward to solve the problems.Firstly,it is necessary for the government,coal mine enterprises and residents to change the traditional concept of community governance and get ride of the concept that coal mining community governance depends solely on coal enterprises.Secondly,multi-subject should be built by enhancing policy guidance and financial support from the government,transferring governance power from coal mining enterprises to coal mining community,increasing residents' participation and setting up community voluntary associations.In the end,the coal mining community should optimize organization operation mode and promote development of the community service market,strengthening the construction of community governance institution.To some up,it is solving the problems in the coal mining community governance that can avoid the phenomenon of "prosper due to mining,and fade due to mining",and make the coal mining community harmony and sustainable development.
