In recent thirty years,"Government performance" is an important concept with the establishment of administrative theory and innovation in western countries.It can make a comprehensive,fair,and accurate evaluation on benefits and performance of government during a certain period by using of mathematical statistics,specific index system,and quantitative and qualitative comparative analysis.Since reform and opening,the research of human resources has become popular in our country.Thus,the institutional management evaluation emerged basing on foreign experience.As an important part of government management,the establishment of evaluation mechanism is necessary not only for requirement of situation development,but also for promotion of organization management benefit.Evaluation-institutional management evaluation-specific organizational structure evaluation,which represents a growing process of institutional development.Establishing and perfecting organization management evaluation system is organized by central government and carried out by provincial government.This study,choosing Puyang city in Henan province as an analysis sample,analyzed the present situation,effect,and current problems of organization management evaluation of Puyang city.At the same time,the feasible scheme and countermeasure suggestions were gave out.By establishing a long-term mechanism for evaluation,it hope to provide reference for local government to promote government management innovation and further achieved transformation of government functions. |
