A Study On The Social Integration Of Grassroots People’s Congress In China

In the complex and diverse grass-roots political relations,the grassroots people’s congress is the "role set" of the multi-dimensional political relations,the democratic system and the operation mechanism of the grassroots people’s congress,constitute the foundation and the center of the social management and social integration of the grassroots level.Logic,and argue that the target value,logical system and practice mechanism of the social integration of grassroots people’s congresses are a new attempt to explain the development of China’s grassroots people’s democratization,rule of law and institutionalization.The social integration of the grassroots people’s congresses is the unity of the grassroots people’s movement,which is based on the institutional arrangements,organizational activities and political propaganda carried out by the cooperation system of the people’s congresses.As a whole,embodies the grassroots social and political system of the integrity,synergy and orderly characteristics of the process.Specifically,the grassroots level of social integration includes four levels of integration of content,each level of integration functions together constitute the grassroots people’s social integration system:(1)to promote the integration of the system at the grassroots level through the unified norms of the operation of the NPC system and to enhance the institutional space for the development of people’s democracy.The function of institutional integration lies in the grassroots people’s congress through the orderly system output to expand the system space,in order to achieve the people’s democracy to provide institutional support.(2)through the operation of the National People’s Congress to achieve the interests of grass-roots social integration,to create a consistent distribution of benefits,the interests of the shared interests of the community.The effectiveness of the integration of benefits is that the grassroots people’s congresses through the relevant system output effectively link different interests structure,with the unity of the system norms to reorganize the grassroots community scattered interests pattern.(3)through the grass-roots people’s democratic function to achieve the integration of grass-roots society,so that grass-roots society to enhance the ability to adapt to changes in relations.The integration of relational integration lies in the grassroots people’s congress through the establishment of multiple political relations to promote the people’s democratic practice in the process of group cooperation and interactive communication,to achieve political development of dynamic stability.(4)through the grassroots people’s professional performance of the grassroots society to achieve the concept of integration,so that grass-roots social development has a strong identity.Consistency of conceptual integration is that grassroots people’s congresses,through propagating mainstream ideology,incorporate people’s behavior into a unified normative system that conforms to mainstream values and accurately express values and identity characteristics of social communities.Multi-integration function for the grassroots people’s social integration has given the ability and qualifications.At present,the social agglomeration of the grassroots people’s congresses faces a lot of difficulties,which limits the integration of political logic and efficiency logic,the lack of integration,the ineffective process,the poor process and complicated field of the grassroots people’s congresses.Therefore,we must follow the direction of political democratization,follow the legitimacy and validity of the integration,the grassroots people’s election system,the representative system,the conference system innovation and development,the grassroots people’s movement expression mechanism,participation mechanism,supervision Mechanism is perfect.From the perspective of grass-roots political relations,but also to the grassroots level and the grassroots party committees,grass-roots government,the relationship between the grassroots level of the correct positioning of the people congresses,to explore the development of new ways of people’s democracy,which will be further strengthen the grassroots level social integration function.
