Reality life,some major public facility systems which are closely related with the nation’s economy and the people’s livelihood destroyed by the burst event frequently.In emergency situations how to repair the utility system is of great significance,however scholars at home and abroad has done less in this field.The General characteristics of public facilities are analyzed in this paper,summarizing it as series system,the emergency material dispatch of the tandem needs system is researched.Firstly this paper summarized the theoretical review,and authored the research methods and routes.The relevant theory and research tool are introduced.Secondly,the tandem demand system introduced,the features and the difficulties of the system are analyzed.To realize the scheduling of the tandem needs system,the emergency response system is analyzed,with the objectives and principles,we put forward the elements of the emergency response system.By analyzing the different functions of the elements emergency response framework is built in which the "organizational system as leadership,operational system as the core",to reduce emergency response times standardization processes are designed.Then,in view of the uniqueness of tandem demand system,proposed vertical distribution modes and collaborative distribution modes,on the basis of quantitative analysis vertical scheduling model and integral scheduling model are constructed.An improved genetic algorithm which combined the principle of genetic algorithm and the characteristics of model is designed to solve the models.Finally,the damage of the power system caused by the earthquake that happened in yaan was analyzed.The emergency response and emergency supplies scheduling problems of the electric power system in the earthquake were studied,and put forward improvement suggestions about emergency management of the emergency tandem demand system.
