| When the public unexpected incidents occur, an important work of emergency response is transporting relief commodities and rescue personnel to the disaster area and protecting the wounded receive prompt treatment timely. And these tasks are based on the reasonable, efficient vehicles and scheduling.The characteristics of the vehicle schedule are analyzed. A flow of emergency vehicle dispatching system is designed and some key processes are analyzed, such as: location of salvation centers and warehouses, gain route and disaster-relief commodity demand information, resource assigning, emergency vehicle dispatching.The characteristics of disaster-relief commodity demand is discussed, which include suddenness, uncertainty, expeditiousness and compulsory. Analyze the influence factors of commodity demand, and introduce a conception model for commodity demand forecasting. For the classification of the disaster-relief commodity, three key influenced factors is analyzed in quantification and disposed in fuzzy. This paper uses the fuzzy appraise theory in the decision-made of classification of emergency commodities, and advances a classification of emergency commodities model with fuzzy synthesized appraise method, which is under relatively comparison.Commodity and wounded transportation is considered synchronously in emergency response. A selection of locations for temporary emergency centers is done firstly. Then assign the medical resource reasonable to meet the treatment demand of the wounded. The minimize-delay model for commodity and wounded transportation is established.The genetic arithmetic suiting to the mathematics model is designed. At last, a case is given, and it proves the efficiency of the model and the arithmetic. |
