With the accelerating process of urbanization,various public emergencies are in a diversified and high incidence trend,which puts forward higher requirements for China’s emergency management capacity.As an important means for government departments at all levels to improve their emergency management capabilities,the emergency command system is of great importance.At present,some government departments at all levels have carried out the construction of emergency command system.However,due to the lack of unified standards and application models,as well as the lack of information and digital technology as a support.As a result,when the established emergency command system deals with public emergencies,problems such as complex emergency business process,tedious coordination between departments,scattered business system,isolated emergency data,difficult to share,insufficient command and decision support,low disposal efficiency and unreasonable resource scheduling schemes are prevalent.To solve these problems,this paper designs and implements a digital emergency command system for public emergencies.Firstly,theoretical research and demand survey are carried out from the emergency command system business,and demand analysis and overall design are completed.Secondly,according to the strategy before,during and after the emergency management,the emergency disposal process is designed,and an emergency command decision-making model is established to assist decision-making.Thirdly,build the emergency resource scheduling model,and combine with the TSGWO-GA algorithm to improve the system resource scheduling scheme configuration capability.Finally,the mainstream system development technology and framework are adopted to realize the digital emergency command prototype system.The system mainly includes five functional modules: comprehensive duty,emergency reporting,command deployment,auxiliary decision-making and resource scheduling.Taking public emergency response as the main line,the system organically connects all functional modules to achieve centralized control,efficient collaboration and scientific decision-making.The main work of this paper is summarized as follows:1.Requirements analysis and overall design of digital emergency command system;The requirements are analyzed from functional and non functional aspects.And complete the overall architecture design of the system,including the foundation layer,data layer,application layer and presentation layer.And unified database architecture,including basic database,event information base,case base,etc.2.Design of emergency handling process and command decision model of digital emergency command system;According to the strategy before,during and after emergency management.Emergency response can be realized from the aspects of event receiving,plan launching,configuration scheme,task issuing,emergency termination,event evaluation,etc.In the process of disposal,the command decision model is used to assist the decision maker to judge the accident risk and formulate the accident rescue plan.The command decision model combines different types of accident models and analyzes the corresponding accident risk according to the accident type.In this paper,the steam cloud explosion model is taken as an example,and the TNT equivalent modeling method is used to calculate the influence range of the explosion.Including the death zone,the serious injury zone,the minor injury zone and the property damage zone.3.Design of emergency resource scheduling model of digital emergency command system;Aiming at the situation of multiple reserve points,multiple accident points and multiple resources,a dual-objective emergency resource scheduling model was constructed with the shortest resource scheduling time as the primary objective and the minimum transportation cost as the secondary objective.The dual-objective problem was transformed into a single-objective problem by using the ideal point method.Then TSGWO-GA algorithm is proposed to solve the model.On the basis of grey wolf optimization algorithm,the algorithm combines the crossover operator of genetic algorithm and introduces tabu list strategy to improve the convergence accuracy and global optimization ability.Finally,the effectiveness of the model and TSGWO-GA algorithm in generating optimal scheduling scheme is verified by simulation experiments.4.Detailed design and implementation of digital emergency command system;Design the function flow chart and sequence diagram of each function module according to the requirement analysis.Then based on B/S development mode,the front end uses Vue framework,and the back end uses Spring Boot core framework,My Batis framework and My SQL database.And combined with Echarts,Web GIS and other technologies to complete the development of the entire digital emergency command system.In a word,through the above demand analysis,theoretical research and technical realization.The digital emergency command system for public emergencies developed in this paper has preliminarily completed the core functions of the emergency command system.It provides theoretical and technical support for emergency management departments in reporting,handling and rescue of emergencies.It has effectively improved the informatization and digitalization level of emergency command of the emergency management department.
