The organization establishment work is an important work of the party,and the organization establishment resources are important political resources and ruling resources.Therefore,we must firmly establish the awareness of the party’s management of the organization establishment,take a clear-cut stand to implement the party’s centralized and unified leadership over the organization establishment work,give full play to its functions,unswervingly carry out the strengthening of the party’s leadership through all aspects and links of the organization establishment work,and ensure that the organization establishment work can fully reflect the party’s will.Through the on-the-spot investigation of the organizational establishment management work in X city,we can find out the system and management problems that need to be improved behind the appearance problems,and propose effective solutions,which will help enrich the theoretical research on the organizational establishment management of grass-roots organizations,enrich the means and methods of local organizational establishment management,provide better system and mechanism guarantee for the efficient operation of municipal Party and government organizations,and have positive significance for improving the level of the organizational establishment management of grass-roots organizations.This paper starts with the current situation of the organization establishment management in S district,combines the refined management theory,the limited government theory,the new public service theory and the administrative organization theory,and uses the literature analysis method,the investigation method and the case study method to comprehensively analyze and summarize the current problems in the organization establishment management process in S district:unreasonable allocation of organization establishment resources,prominent contradiction between supply and demand of organization establishment resources,insufficient dynamic adjustment means,lack of methods This paper analyzes the poor effect of the establishment on cadre appointment,and analyzes the reasons for the above problems:the lack of overall consideration in the verification of the establishment of institutions,the increase in the establishment demand of various districts due to the decentralization of functions,the lack of normal system guarantee for dynamic adjustment,and the disconnection between the establishment department and the cadre force construction.Finally,through sorting out and analyzing the problems,this paper puts forward the following suggestions:we should optimize and adjust the staffing of each district,allocate the total staffing of each district with the total population as the reference,and safeguard the key areas of people’s livelihood with serving the masses as the starting point;While adjusting functions,we should "follow the situation" to achieve synchronous adjustment of functions and staffing,and strengthen supervision and inspection of function operation;We should improve the system and mechanism for dynamic adjustment of organizational establishment,establish a dynamic adjustment system for the establishment of turnover pools,and strengthen the follow-up supervision and inspection of dynamic adjustment;It is necessary to strengthen the construction of the cadre contingent,formulate the personnel training plan of the establishment department,and work together with the organization and personnel departments to promote the management of cadres.It is hoped that through the analysis and research of this paper,we can deepen our understanding of the current situation of local organization establishment management and promote the organization establishment management to a more professional,refined and standardized road.
