With the rapid development of local governments' voluntary service in our country,the development level of voluntary service has gradually become an important indicator to evaluate the level of civilization in this region. As a provincial civilized city and the glorious title of the county, Kenli District, the volunteer service activities are very active,provide a solid foundation and strong support for the region's construction of spiritual civilization, but in the rapid development of voluntary service activities at the same time,also gradually exposed such as social cognition, management training, lack of financial support, volunteer service brand not enough, project activities narrow, volunteers low recognition of all kinds of problems, summed up the level of service management of Kenli District volunteer is in low level, gradually restricted the local area of the development of voluntary service activities. So, found that the volunteer service in Kenli District of the existing problems, clear the direction of the development of voluntary service? And how to develop policies and measures to guide the development of voluntary service in Kenli has an important guiding role.In this paper, through the use of questionnaires, to Kenli District civilization office and field statistics, a neat summary and comprehensive development of Kenli District volunteer service, analyzes the practical difficulties exist at the same time, the use of literature search, compared with foreign and domestic advanced areas of management experience, the from many aspects of volunteers, volunteer organizations and social support that the causes of the problems, and put forward the corresponding policy recommendations, pointed the way to enhance the management level of volunteer service.The study found that the existing single form, lack of training of volunteers and volunteer organizations to carry out activities such as volunteer activities, volunteer service activities of the incentive mechanism is not lack of funding sources such as Kenli District volunteer work, in-depth interpretation of the causes of the problem analysis, this paper argues that the main reasons for these problems are: the main active volunteer service sense of participation in training, quality training for volunteers of neglect, voluntary service organization management unimpeded mechanism shortage,volunteer management system lack of legislation and so on, to address these issues,combined with voluntary failure, incentive theory, public management theory, this paper puts forward six policy proposals. One is the government should attach importance to the .establishment of administrative and social mobilization system with the voluntary boutique project government guidance of scientific and reasonable design,and strive to build Kenli characteristics of volunteer service brand, improve the ability of volunteer service activities to serve the people, play a dynamic role of volunteer organizations; the two is to strengthen the training of volunteers, volunteer organizations should pay attention to the training of volunteer before the service, as volunteers to provide targeted professional training, pay attention to voluntary service multi skill training,reasonable arrangement of diversified service skills, professional knowledge training, pay attention to service the backbone of the organization and management personnel training to improve the volunteer, volunteer service training certification mechanism, promote the volunteer training scientific and standardized management efficiency; three is established improve the incentive mechanism of volunteer service, volunteer service activities to expand the social influence, the increase of public The recognition of volunteers; the four is to improve the grass-roots volunteer service organization communication system construction,build the information exchange platform to facilitate the supply and demand, promote the volunteers to carry out targeted services, effectively enhance the grassroots volunteer organization work and service ability; the five is to build a volunteer service platform for diversification of funding sources, to encourage the government to establish a special reserve fund the construction of the volunteer service organization, included in the government budget, actively encouraged to explore the establishment of multi-channel and diversified sources of funding system; six should improve legislation,strengthen to safeguard the rights and interests of volunteers, to ensure the smooth development of the normal volunteer service.In summary, development around the Kenli District volunteer service, this paper discusses the factors that restrict the development of the Kenli District volunteer service management is not smooth, and through the exploration of Kenli District volunteer service management solutions, hoping to provide a reference for government decision-making, to actively create a good environment for the development of volunteer service, volunteer service driven away on the road of sustainable development.
