China has entered into the transition of social and economic development whennatural disasters, accidents, disasters, social security incidents and public healthincidents occur frequently, and needs to confront and resolve more and more incidents.This indicates that China has entered a stage of frequent emergency period. Judgingfrom the perspective of the main rescue to respond to emergencies, China’s centralgovernment or local government has been playing a leading role, and rescue teams aremainly from the military, police, government constituted. But with the emergence ofcomprehensive, cross, complexity, and other new features emergencies, thegovernment-based rescue team is faced with new challenges in the power shortage.From the point of view of foreign emergency rescue teams, the main rescue force is notconfined to the army and police but is composed of professional rescue teams andvolunteers. In such context of natural and social environment where there exists a hugegap between our rescue team and foreign rescue team in terms of efficiency,professional and diversification, this article studies chose natural disaster emergenciesas contextual analysis. From this body of volunteers, the article recalls the threehistorical stages of development of volunteer service management, points out theproblems that our volunteer of service management in emergencies have poor orga-nization、specialization and low sustainable potential, and analyzes the reasons from alegal perspective, the management level and the level of specific training. On the basisof discussing volunteer service management and experience in Germany, Britain andthe United States emergencies and combining with the practice of volunteer servicemanagement in China’s emergencies, this article proposes introducing avolunteer-related laws and regulations, strengthening the construction and managementof volunteers within the organization, as well as pre-service education and training,organizational communication and coordinated response. This is done to strengthenour volunteer team building and improve the management of volunteerservice,improves our volunteer service teams to deal with unexpected things in highefficiency and specialization capabilities, reduce the losses to a minimum, and promoteour country’s social organization of social governance.
