The Study On The Difficulties Of City Management Conprehensive Administrative Law Enforcement In Tianning Temple Area Of Beijing And The Countermeasures

Beij ing Municipal city management comprehensive administrative law enforcement has been developed for 18 years.It has played significant role in improving and maintaining the management order of the capital city,also has shown good features in the major holidays and major events security.Thus,it is regarded as a benchmark for the city management comprehensive administrative law enforcement in the whole county.This paper selects the object of study for City Management Comprehensive Administrative Law Enforcement Team in Beijing Tianning Temple Area,where is one of the earliest pilot areas in the country and in Beijing Municipal.Both the time of establishing and the region it covers are representative,and it also has important significance in analysis and solution that conforms to the law enforcement problems encountered in the grassroots law enforcement work.The main body of this paper is divided into five chapters.The first chapter is the introduction,mainly introduces three aspects:the research background and significance,research line and research methods,and theoretical basis.The second chapter is the research literature review on city management comprehensive administrative law enforcement.First of all,it comes to the understanding of the connotation of "city management comprehensive administrative law enforcement".Second,on previous research on city management comprehensive administrative law enforcement system and problems are summarized.The third chapter introduces the Tianning Temple Area city management comprehensive administrative law enforcement,including Tianning Temple Area profile,Tianning Temple City Management Comprehensive Administrative Law Enforcement Team and its current situation.The fourth chapter summarizes the Tianning Temple Area city management comprehensive administrative law enforcement dilemma and analysis.According to the above content and the actual enforcement situation of Tianning Temple Law Enforcement Team,the paper summarizes the grassroots law enforcement difficulties from the five aspects:law enforcement personnel,laws and regulations,mode of law enforcement,law enforcement and external relations.In addition,it analyzes the reasons of such difficulties according to theories related to The Management of Public Administration.The fifth chapter raises the countermeasures to improve the Tianning Temple Area city management comprehensive administrative law enforcement.It puts forward relevant countermeasures according to the five aspects of law enforcement personnel,laws and regulations,mode of law enforcement,law enforcement and external relations,which have been mentioned in Chapter Four.The proposed countermeasures have strong operability under the existing system,so it has practical value and significance.Finally,the conclusion part makes a brief comment on the paper and puts forward the ultimate development direction of understanding city management comprehensive administrative law enforcement in this paper,namely the urban management model.
