Under the background of comprehensively deepening reform,performance appraisal of local governments plays a vital role in both improving government working efficiency and transforming from management government to service-oriented government.However,in practice,the existing performance appraisal’s operability is not strong enough,and it is limited in guidance,making performance appraisal of some local governments becoming formalized.Therefore,this thesis picks Huaihua as a studying object of local government’s performance appraisal.On the basis of multidisciplinary theory and research of Huaihua’s performance appraisal,this thesis focus on the downsides of existing performance appraisal system on enhancing public server management and improving government efficiency,and then,gives some proper improvement suggestions.There are five parts in this thesis.The first part is introduction,it points out the importance and purpose of this theme,and analyzes the existing studies between both domestic and foreign performance appraisal of local governments.The second part is theoretical analysis for performance appraisal of local governments.It introduces what is performance appraisal of local governments,how to divide its studying object,what principle we should follow,and how to set performance indicator.The third part analyzes the current situation,existing problems and reasons of local governments’ performance appraisal.The First chapter chooses Huaihua as a living example for study.By gathering relevant information and analyzing each procedure of Huaihua’s performance appraisal,we could figure out its achievements.In order to provide a solid data support for problems of local governments’ performance appraisal,we investigate public server’s appraisal by questionnaire survey.The fourth part,according to the specialization level of performance appraisal worker,the degree of seriousness which different governments hold,the management process of performance appraisal and some other aspects,we analyze the downsides of local governments’ performance appraisal and find out the reasons.First,reasons for problems of Huaihua’s performance appraisal.Second,the inequality of main parts in performance appraisal.Third,the inequality of appraiser and the appraised sector.Last,the deficiency of appraisal indicator settings.In the final chapter,this thesis gives feasible suggestions based on former studies,including establishing institutions which accord with actual situations below performance appraisal committee,increasing the degree of network informatization of performance appraisal,deepen the depth of public participation,expanding the range of application,improving the degree of specialization and the management process of performance appraisal. |
