Performance Appraisal Of Municipal Departments In Local Government

Since1980s, new public management movement has gradually arisen.Performance appraisal in government, as a major political activity, is becoming a hotspot in the united states and europe. In China, along with the starting of theadministrative system reform and the establishment of the socialist market economy,the concept of local governments is staring to change and they introducedperformance appraisal, which has aroused great concern in academe and politicalcircles. How to improve our government performance has been an important subjectof local governments, especially after our party issued "CPC Central Committee ondeepening the reform decisions on major issues" at the third plenary session of theeighteenth central committee. For the establishment of service-oriented governmentand responsible government and for the development of administrative reform, it ishighly important and necessary to carry out the performance appraisal in government.This article is comprised of several parts. Firstly, the article illustratesbackground of research, major issues and significance of research. Secondly, it showsthinking&sense of research and main frame of research. Thirdly, this article obtainedfrom the meaning, essence，features and value orientation to summary performanceappraisa in government. Based on activities of performance appraisal of municipaldepartments in Quanzhou government, it introduces the history, the rise&development and the operation procedure&elements of performance appraisal. Andit analyzes the problems and causes in the activities of performance appraisal ofmunicipal departments in Quanzhou government. On the basis of practice inQuanzhou, it provides some targeted suggestions and countermeasures. Finally, thearticle comes to a conclusion that performance appraisal in government is one of theeffective management tool to enhance the government’s management capability&administrative efficiency and to promote the establishment of service-orientedgovernment. Because performance appraisal of municipal departments in localgovernment in China started late, there is still less than that required improvement inorder to achieve its true value.
