A Study On The Law Of Civilized Persuasion In Nanning

With the rapid development of the Chinese national economy as well as the increasing pace of urbanization,we are facing more and more complicated situation of city road traffic,besides,various kinds of traffic congestions and traffic violations also need our concern.In order to improve this phenomenon and increase citizens' awareness of traffic safety,the government of Nanning requires trainees to go to the specified road intersection to do civilized persuasion activities before they get the license from May,2013.However,in fact,all kinds of problems have emerged and need to be resolved in the actual operation.People's traffic demand has been increasing,in addition to the facets of safety,comfort,economy and convenience,they paid more attention to the rationality and validity of traffic administrative law enforcement because people's awareness of law is increasing at the same time.In this thesis,the author expounded the background of Nanning civilized persuasion activities in the first part,and mainly analyzes the essence of civilized persuasion activities in the second part,holding the opinion that civilized persuasion is actually a kind of restriction on the fundamental rights of citizens and further limits between public interests and private interests,the principle of proportion and the government management rights,and the legal aspects of the principle of the basic rights of citizens which aims to fully analyze civilized persuasion activities.In the third part,based on the proposed problems in Nanning civilized persuasion activities and the analysis above,the author put forward some relevant suggestions that the introduction of the civilized persuasion activities need public participation,government,public security traffic management departments to work together and formulate relevant measures,and civilized persuasion activities should be more reasonable and legitimate so as to get the support and cooperation of the public to further build a more democratic and harmonious society.
