| More than 30 years of reform and opening- up, our country transportation enterprise fast development, has made remarkable achievements, in order to promote economic and social development has made important contributions. At present, C hina’s economic development into the new normal, transportation development entered a new stage, road transport as an important part of transportation system, has the advantages of flexible a nd adaptable to meet the people’s growing travel demand has played a huge role. However, road transport industry in the process of continuous development also produced many problems, especially in the aspect of administrative law enforcement, seriously affected the sustainable development of road transportation enterprise. The current our country is promoting the rule of law, the road traffic administration law enforcement reform and conform to the requirements of our times, in line with the direction of re form in administrative law enforcement.Based on administrative enforcement reform as the background, this paper studies how to construct the comprehensive administrative law enforcement system in the field of road traffic patterns. By means of data analysis, comparison and analysis and other research methods at home and abroad, summarizes the relevant research results, the carding of road traffic based on the concept of comprehensive administrative law enforcement, this paper expounds the current road traffic administration law enforcement present situation and existing problems, and illustrates the existing law enforcement system can not meet the need of reality. In order to solve these problems, respectively from the theoretical basis and the practical experience of reform at home and abroad, and then puts forward the dominated by bureau of road traffic comprehensive administrative law enforcement system model, and separately from the model design, detailed content, design principle, the necessary advice a nd safeguard measures, the essay discusses the five aspects.
