The Study On Post-stage Support Model Of Large And Medium-sized Reservoir Resettlement And It’s Effect Evaluation

Since the founding of China,it has built a large number of major water conservancy projects,which have played an important role in flood control,power generation,irrigation,shipping and so on.Those projects have been promoting the development of regional economy,at the same time,the construction of water conservancy project has also brought a lot of reservoir resettlement.In the process of land requisition and resettlement,immigrants’ original production is occupied.Meanwhile,because of leaving their hometown,the immigrants’ production and life have been greatly affected.Due to various historical reasons,the reservoir resettlement caused lots of problems.Most of the immigrants become poor,the harmony and stability of the reservoir area and resettlement areas are threatened to some extent.Therefore,to support the reservoir immigrants,help them get rid of poverty has become an important measure for our country to move into a well off society in an all-round way.Since the reservoir resettlement post-stage support policy was enacted in 2006,how to effectively support the reservoir resettlement has been the focus of attention from all walks of life.In recent years,in the unremitting exploration and efforts of migrant workers,the mode of post-stage support has been improved.In each provinces,the generally adopted modes of the post-stage support are direct funds support,project support,technical support,etc.Project support can be divided into infrastructure project support and industrial support.Skill support and industrial support constitute a combination of "double transfer" base support,which is the characteristics of Guangdong Province.This article mainly carries on the SWOT analysis to each kind of support pattern.The different post-support models are illustrated from the four aspects of strengths,weaknesses,opportunities and threats.At the same time,the evaluation index system of post-support effect is constructed.Taking the reservoir resettlement in Lianjiang City of Guangdong Province as an example,the statistical analysis method is used to reflect the change of the economic level of reservoir resettlement.In addition,using the intuitionistic fuzzy PROMETHEE method,we ranked the ten immigration villages’ late support effect.Then verifying the feasibility of the method by using the method of grey correlation.This paper points out the urgent problems in the resettlement village and the existing problems in the post-stage support of the resettlement,and puts forward some suggestions to solve the problem,which will provide policy reference for the future support work.
