Study On The Evaluation Of The Late Stage Support Policy For Large And Medium-sized Reservoir Resettlement

It is an important means to carry out the monitoring and evaluation of the late stage support policy implementation for large and medium-sized reservoir resettlement, which can understand and master policy implementation. It also has great promoting role to perfect the work of late stage support, and recovery of immigrant life has great role in promoting. So far,the monitoring and evaluation work has made some achievements in China, but there are still some deficiencies in the comprehensive index system and scientific evaluation method. It is of great significance and value to explore the scientific and reasonable evaluation index system and method, so that the monitoring and evaluation work is scientific and standardized.This paper combs of domestic and foreign the policy implementation evaluation theory and the experience. This paper also accesses to relevant literature and field research. Then it summarizes the characteristics and processes of monitoring and evaluation work in China. After the relevant status and problems are expounded, the evaluation index system and model of the monitoring and evaluation of the late stage support policy implementation for large and medium-sized reservoir resettlement is established. The five counties in Shaanxi Province are selected for empirical analysis. The results are compared and digged their difference according to the evaluation results. The main research results of this paper include the following:(1) Point out the existing problems of the monitoring and evaluation of the late stage support policy implementation for large and medium-sized reservoir resettlement. From the two aspects of index system, evaluation method and evaluation work to summarize that the problems existing in the monitoring are:①The original index system is more complex, and the qualitative indicators are too many.② The original index system doesn’t have detailed evaluation standard,and it’s Inconvenient to operate.③The evaluation methods need to be improved, reduced the reliability. ④The evaluation results are in low utilization rate in reality.(2) Establishment the evaluation index system and evaluation model of late stage support policy implementation for large and medium-sized reservoir resettlement. Firstly, through analyzing the status and problems of the monitoring and evaluation work in China, and according to the establishment principle of evaluation index, the evaluation model of the late stage support policy implementation for large and medium-sized reservoir resettlement is established of four aspects, they are the use and management of funds, project planning and implementation, late stage support policy implementation, the implementation effect;Meanwhile, quantitative evaluation standard are given; then using the analytic hierarchy process-entropy weight method to calculate the weights of evaluation indexes; Finally, using set pair analysis to determine the evaluation level.(3) Demonstration the feasibility and reliability of the evaluation index system and the evaluation model of the evaluation of the late stage support policy implementation for large and medium-sized reservoir resettlement This evaluation index system is applied to five typical counties of Shaanxi Province. The results of evaluation show that the PC county connection number is 0.96 and the evaluation lever is excellent. The BS county connection number is 0.55 and the evaluation lever is good. The CH county connection number is 0.08 and the evaluation lever is medium. The Y county connection number is 0.58 and the evaluation lever is good. The SQ county connection number is 0.36 and the evaluation lever is good, which are consistent with the actual situation. At the same time, according to the evaluation results and the actual situation of 5 typical counties, analysis the reasons for differences from four aspects-the management mechanism and system, project planning, capital use efficiency, the quality of immigrants themselves.Through theoretical analysis and summary of examples application, compared with the original index system and evaluation method, the evaluation index system and evaluation model in this paper have obvious advantages, it has a strong guiding significance for the follow-up monitoring and evaluation work.
