Research On The Development Of Community Social Organizations In Poverty Areas

With the rapid development of economy and society,increasing demand for community construction,the role of community social organizations,in many aspects such as providing the community public services,promoting the community governance,building the community capital and expressing the interests of community residents and so on,has become increasingly prominent.The community social organizations is not only the important path to achieve the residents self-government,but also the effective carrier for residents to neet the diverse needs,or even the strong guarantee to promote the transformation of government functions and to maintain the community social stability,whose importance is self-evident.However,because of its inherent "non-profit","non-governmental" and "grassroots",community social organizations are facing a great number of problems,which are the difficulty of existence and development,the low degree of autonomy,the lack of social participation,the inadequacies of public credibility,etc.Especially,the development of community social organizations in poor areas is not optimistic,many issues must be solved urgently.Taking Z county as the research object,using the methods of non-participatory observation,questionnaire analysis and structured interview,summarizing the existing problems in the development of community social organizations in poverty-stricken areas,analyzing of the main causes of restricting its development,the corresponding solution strategy was put forward respectively from four aspects:the government,community,community social organizations and social.The government should establish and improve laws,regulations and policies,vigorously expand financial support,continue to improve the cultivating system,and constantly optimize the extermal environment for the development of community social organizations.Community should adhere to the concept of cooperation,build service system,as a powerful backing to support the development of community social organizations.Social organizations should standardize organization management mechanism,strengthen the construction of talent team,commit to build their own core competencies.Society should promote the propaganda of public welfare concept,create a good atmosphere for the development of the community social organizations.
