Study On Inter-governmental Coordination In Transregional River Governance

With the rapid development of economy and society,the public affairs unit in the region gradually broke the traditional division of administrative areas,to the old bureaucracy oriented administrative division more and can not respond to cross regional public affairs management.The complexity,changeability and regional characteristics of the trans regional public affairs determine the interdependence and coordination among the various administrative subjects in the process of handling the trans regional public affairs.At present,the administrative body of water pollution control across the region is the government,and the trans regional water pollution control involves a number of local governments,as well as the relationship between higher government and lower levels of government.To rationalize the relationship between the relevant governments has a special meaning for the trans regional water pollution control.A cross regional water pollution control is no longer the province,city and county boundaries,but also have to face the traditional administrative barriers and solutions to scholars in various fields to provide a variety of cross regional water pollution control,trying to cross regional cooperation to overcome the dilemma of administrative traditional administrative system of administrative "fragmentation" and the principle of territoriality.This paper will be in the overall governance theory under the support of the Cooperative Governance Pollution of the Ziya River as an example,the present Chinese Cross Region Water Pollution Governance Dilemma Analysis and its reasons,and then explore the path and method of solving the problem.Ziya River has a favorable geographical position and hydrological conditions,but in recent years due to human activities increased year by year,the water pollution in the Ziya River has been deepened,causing serious pollution of the Ziya River and a wide range of pollution and pollution is difficult to cure,this paper selects the Ziya River as the study area because of the Ziya River,serious pollution,pollution of the representative;second,Ziya River Basin involves different administrative bodies in Hebei Province,Tianjin city and Shanxi Province,including municipalities and provincial city and district governance subject,representative research on intergovernmental relations;third,Ziya River in the Bohai economic zone and Beijing Tianjin Hebei Economic circle,is one of the most important economic center in China,and the region in the densely populated and economically developed and the two industry developed rapidly.The water pollution of Ziya River has a direct impact on the economic development and ecological balance of the economic belt.Fourth,the Ziya River is a famous river belonging to the Haihe River in China's rivers,but it belongs to one of the most serious water pollution in the Haihe River in China in recent years,the river governance has gradually began to pay attention to and form a certain scale,but for the Ziya River middle and small rivers this is not to pay attention to the ultimate goal,and serious water pollution of the Ziya River to make sincere cooperation among local governments to realize water pollution.Status of Ziya River Basin has a direct impact on the economic development and ecological balance.Fourth,the Ziya River Basin is a famous river belonging to the Haihe River Basin in the river basin in China,but it belongs to one of the most serious water pollution in the Haihe River Basin in China in recent years,the river governance has gradually began to pay attention to and form a certain scale,but for the sub basin this is not the famous tooth River Basin has not been given a high priority,and serious water pollution need the Ziya River Basin of the local government cooperate together to achieve the ultimate goal of water pollution control.On the basis of the analysis framework of holistic governance theory,this paper uses the seamless government theory,interest game theory and resource dependency theory to analyze the intergovernmental cooperation of Ziya River water pollution control.And try to allocation of regional policy makers from the teeth of river pollution in cooperative governance and execution,resource structure and vertical power adjustment to elaborate the Ziya River facing dilemma and holistic solutions.
