Study On The Cooperation Of Local Governments In Trans-regional River Pollution Control

With the continuous improvement of people’s living standard,there are more and more public problems,and the problems with "spillover" and "regional" nature appear,especially the water environment problems in the inter-administrative watershed.Water resources have the property of mobility and public goods.Under the pressure system,local governments become "rational economic men".In order to achieve the best benefit of their "regional economy",they take various ways to reduce their own costs and transfer the local economic development costs to other regions.For transboundary water pollution governance,our country is a watershed management and partition management,in this kind of split type watershed management mode,the single department and local government management measures can’t across administrative districts of water pollution control effectively,and local governments in the basin in order to promote the development of the local GDP,sewage,industrial wastewater pollution will be passed on to the downstream,The "tragedy of the Commons" that leads to watershed water pollution.Since the 1990 s,the water pollution in the Dawen River basin has become increasingly serious,and the aquatic ecosystem has been greatly damaged.Therefore,the research on the cooperative governance of local governments for trans-regional river pollution is an important topic in the current ecological civilization construction,especially from the perspective of ecological revitalization,closely following the requirements of rural revitalization in the new era,it is particularly important to improve the research on the cooperative governance ability of governments.For the river pollution based on the cooperation of local government governance big Burma as the research object,using literature research,on-the-spot investigation,case analysis and other research methods,using the theory of tragedy of the Commons,the house international relations theory,synergy governance theory,etc.,from the Angle of cooperation governance of local governments cooperation governance transboundary water pollution problems in-depth theoretical and empirical studies,Eight counties in the river basin through the analysis of large Burma the management of the government,and relying on the ecological compensation mechanism,cooperation "long river",combining with an instance of big river haven,haizi river water pollution,the study found that the local government in the big brunei river pollution of cooperation governance exist in the implementation of "long river" inefficient,unclear responsibilities,local government mobilize social participation is not high,Pressure type system,in-depth excavation of the problems are behind the partition type mechanism of watershed management,maintenance,lack of legal regulation of the local government cooperation,lack of protection mechanism and the reason,and the research conclusion,from strengthening local government cooperation concept,strengthening the construction of local government system,the establishment of unified river basin administrative agencies,improve information sharing,public participation and market operation mechanism,Feasible policies and measures are put forward for local government cooperation in controlling trans-regional water pollution in Dawen River basin,which can provide reference for other trans-regional river governance and promote the construction of ecological civilization in China.
