The illness caused by the poor water has threatened to people’s survival,watershed issues in the nationwide prevalence also seriously affected the developmentenvironment of future generations, and caused people to explore a wide range ofinter-generational equity and how to be responsible for the offspring.As a typical quasi-public goods, the use of watershed resources withnon-exclusive, competitive features, which makes the people who depend on the basineasy to overlook the protection of the river. As Aristotle said:"Most people who areamong the most common things that people often take care of the least affected by thethings that people care for their own all the while ignoring common things; For allpublic, they just pay attention to the most somewhat related to his personal things."The open basin with its irrigation, environmental purification, to meet the needs ofproduction and life of humans and other functions, but also makes a number ofsubjects associated with the basin, the difficulty of reaching a consensus to increasepeople more likely to cause watershed “least affected people care”results.Therefore, it is necessary to have a special model of governance to regulate in case of the special nature of watershed resources. For our watershed management,coordination of inter-provincial river basin is a priority problem, because of thetraditional hierarchical control to be ineffective; higher cost adjustment system andgreater resistance; difference between upstream and downstream water environmentlarge, uniform high degree of difficulty of the special problems of management,therefore, the inter-provincial river basin management should be taken as aspecialized topic of watershed management to expand and enhance targeted research.On the basis of background information on the system and the specific watershedmanagement practices and controls management lessons learned at home and abroad,our proposed transboundary river basin management model should be in the directionof the Board of watershed forward, sit real watershed by coordinating bodies,watershed management authority to establish and adjust the functions of the waterbasin agencies and local administrations in order to resolve the current decentralizedwatershed management authority, transboundary river basin coordination difficult.
