| The goal of overall in-depth,as proposed in the third plenary session of 18 th central committee aims to improve to modernize the system and ability of national governance,of which rural governance plays an inherit part.However,as urbanization gains momentum,profound changes take place in countryside,say rural development,changes in rural stratification and a out-flowing more qualified rural population.Yet the current system fails to cope with these changes.Solutions to these problems lies nowhere but in the holistic analysis of the current situation.With the application of empirical methods,this thesis is an data-based analysis of problems of rural governance.At the outset,it clarified the key concepts of this thesis,say governance,rural governance and modernization of rural governance.Then,it proposes the necessity of modernization of rural governance through stating influence placed by current changes in rural area.After that,it show the trends and problems facing rural governance.For trends,there are from single subject to multiple subject and from political administration to public Service and from authority submission to democratic consultation.When it comes to problems,there are insufficient holistic research,inconsistent operation between systems weakening competence.At last,it comes up with two approaches to solve the problem.,i.e.stepping up holistic research and advancing Specific Research.When it comes to the former,there are construction of " five in one" system,forging coordinated urban-rural development and strengthening consistency between systems.As for the latter one,there are improving interaction between rural governance subjects,enhancing multiple system and reforming rural governance competence.Through writing this thesis,the author aims to provide solution to current problem so as to make contribution to the modernization of national governance. |
