The question of farmers are most concerned by the Communist Party of China of all times.CPC has always regarded maintaining and achieving farmers’ interests as the most important thing to carry out the work.In the Central Soviet Area,CPC through the ways of construction of democratic government,carried out the land revolution,vigorously developed the Soviet education to do it and got the majority of farmers’ support and advocacy.Meanwhile,the people in order to maintain their own vested interests,join in the revolution actively and support the construction of the party to make the Soviet Soviet regime consolidate and development.During the ruling practice process in the Soviet,CPC left many valuable experience for us,it was better to solve the "three rural" problem with great practical value and significance,it was worth researching.The article will start from the practice of CPC in he Central Soviet Area,sort out measures and methods to protect farmers’ rights of CPC and expect the experience which can be better to solve the "three rural" problems today.This article is divided into five chapters:The first chapter is the introduction,which mainly discusses four aspects from the background and significance of the topic,relate concepts research status at home and abroad,research and innovation.The goal is to make clear the concepts and connotations of the keywords,such as Central Soviet Area,rights protection and peasant class division.Tell about the current status of research on measures of protecting farmers’ rights and interests in the Central Soviet Area at home and abroad and the problems,also provide some reference for the writing.The second chapter mainly tells from the political,economic and cultural aspects of the land before the revolution.Before the revolution,farmers’ living conditions in the Central Soviet area were that which was in the politics,peasants’ political rights were not guaranteed,political participation was negative;in the economy,before the central government was set up,the economy is almost stagnant in the Soviet Area,the level of productivity was low and lack of production tools,harsh natural conditions and the land was highly concentrated in the hands of the landlords,rich peasants,farmers were oppressed by warlords and landlords,who were extremely difficult also in the culture,because of the economic slump,resulting in cultural education in this area was very backward,feudal superstition occupies the mainstream of society at that time.The third chapter is the core of chapter.Mainly from the political,economic and culture to discuss how the CPC to protect farmers’ rights and interests in the Central Soviet Area.It is divided into three sections,the first section analyses from CPC how to protect the political interests of farmers’.Firstly,it tells from establishing extensive democracy and protecting farmers’ right to vote,making farmers have the right to participate in politics;CPC mobilizes the masses to supervise the government and to establish democratic dictatorship of workers.It intends to create an unprecedented clean government,get farmers’ supports and improve the enthusiasm of farmers’Political Participation.The second section discusses the farmers’ economic rights.Firstly,it tells the land policy.After the land reform,CPC established farmers’ land ownership in Soviet Area,and encourage farmers to actively cultivated fields,so as to mobilize the broad masses of peasants’ production and revolution activity,protected the lives of farmers,and consolidate and develop the central revolutionary base.Secondly,it details CPC how to develop the economy and improve the lives of farmers,mainly relate to some specific measures,fully shows that the central government has done a lot of work in the protection of farmers’ economic rights,winning the support of the people in the Soviet Area.The third section mainly discusses from the aspects of protecting farmers’ rights in culture and education.The Central Soviet Area developed some activities about cultural education in order to enhance the masses’ level of cultural knowledge and consciousness.The two main forms are compulsory education and social education of children.In 1934,the Soviet government promulgated the "Interim Regulations of the primary school system of the Chinese Soviet Republic" and "Elementary school administration law outline",it detailed the provisions of the Soviet Lenin primary school’s setting,organization,preparation,task,and primary school equipment and mass organization relationship,etc.And let the majority of school-age children went to Lenin primary school.The social education in the Soviet Area had done well,and the methods were various,they were part-time evening classes,schools,amateur classes,literacy classes,clubs and so on.Through the ways,the Central Soviet had a situation that everyone read and tried to eliminate illiteracy.The fourth chapter mainly discusses the limitation of the Central Soviet Area to protect the peasants’ rights.In the Soviet period,CPC had done well on protecting the rights of farmers,but there were still some defects.Such as one-sided seeking cooperation,it ignored the peasants’ individual interests;repeating land reform,peasants’ enthusiasm were damaged and making wrong treatment and so on.All things caused some negative impact on farmers and affected the government’s image in the minds of farmers.The fifth chapter mainly discusses the experience and Enlightenment of peasants’rights in the Central Soviet Area.China is a big agricultural country,farmers problem is one important of all.If CPC wants to win the trust and support,they will protect the rights of farmers.The economic development is the precondition and foundation to solve the farmers’ specific problems.They should solve problems from reality,not only to do their best,but also to do what is possible.
