Study On Innovation Of Government Supervision System Of Hazardous Chemicals

The supervision and control of hazardous chemicals to prevent accidents is an important responsibility of the government and a crucial part of administrative management.To deepen the reform of administrative system,speed up t he transformation government function,improve administrative efficiency,and build a service-oriented government,it is significant to be problem-oriented,improve existing administrative supervision and control system,and ensure the safety of hazardous chemicals in every step.This paper deeply analyzes the problems in the administrative supervision and control system of hazardous chemicals of China and Tianjin by sorting out the laws,regulations and regulatory documents in this area,consulting researc h literature and professional works in administrative management,supervision and control of hazardous chemicals and safety standards of hazardous chemicals and going over the investigation report of the Ruihai Company especially serious fire and explosion accident in Tianjin Port by the State Council.It also conducts a demonstration analysis of the relations between administrative supervision system and the safety risks of hazardous chemicals from the view of game theory.This paper also combs through so me innovative practices of administrative supervision and control system in major developed countries and domestic cities in order to learn from their advanced management experience and indentify existing problems,thus providing valuable reference to the innovation of its own control system in China.This paper will mainly study the practice of “managing by one authority” in Tianjin.Based on no-gap theory,it will proceed from the aspects of reinventing organization,improving supervision platform,reconstructing supervision process,people monitoring and performance appraisal so as to provide suggestions to the administrative supervision and control system of hazardous chemicals in Tianjin and contribute to the innovation of the administrative supervision and control system in China.
