General Secretary Xi pointed out that "the development of human life must not be at the expense of human life,which must be an insurmountable red line".In the report of the Nineteenth National Congress of the Party,the term "security" appeared 55 times(6 reports of the Fifteenth National Congress of the Party,14 reports of the Sixteenth National Congress of the Party,23 reports of the Seventeenth National Congress of the Party and 36 reports of the Eighteenth National Congress of the Party).It can be seen that with the improvement of people's living standards,the importance of public safety is also increasing.What is not suitable for them is the successive occurrence of safety accidents of hazardous chemical production,which has brought serious economic losses and irreparable mental damage to the people.It has caused adverse effects in the society and has become a prominent contradiction and problem affecting public safety in China.Starting from the actual situation of Suzhou,using the theory of accident causation?precautionary principle and system safety theory,using literature research method,case analysis method and investigation method,based on summarizingthe situation of safe production and supervision of dangerous chemicals in Suzhou City,the typical cases of hazardous chemical production safety accidents in Suzhou are analyzed.Emphasis is laid on the analysis of the problems existing in the process of accident occurrence,rescue,investigation and treatment by the safety production supervision department,which mainly includes four aspects.:Implementing the main responsibility of safety production in enterprises is not in place?The responsibility consciousness of local government's safety production supervisor is not strong ?The phenomenon of concealment of accidents in production safety is widespread and The implementation effect of administrative accountability system for safety in production is not satisfactory,Specific countermeasures for strengthening the supervision and management of dangerous chemicals safety in Suzhou were put forward.:Urging Hazardous Chemicals Enterprises to Implement the Main Responsibility of Safety Production ?Enhancing the Government's Sense of Responsibility for Safety Supervision of Hazardous Chemicals Production ?Improving the Timeliness and Accuracy of Reporting Production Safety Accidents ?Perfecting the Evaluation Mechanism of Administrative Accountability for Safety Production of the Government.Strengthening the research on safety supervision of hazardous chemicals production is of great practical significance to prevent and reduce accidents of hazardous chemicals,to maximize the safety of people's lives and property,and to promote the harmonious and stable development of society.
