| The hazardous chemical industry has a concentration of major safety risks and hazards,serious consequences of accidents,and outstanding contradictions between safety and unbalanced and insufficient development,and has always been a matter of national importance.As a mega-city,Shanghai has a high production and distribution volume of hazardous chemicals and a high concentration of safety risks.The Shanghai Municipal Government has always attached great importance to the leading role of digitalization,networking and intelligence in urban safety supervision,and has built the first phase of Shanghai’s full-process supervision platform for hazardous chemicals.However,in the process of concrete implementation,the difficulty of cross-departmental data sharing has become one of the main resistance to the construction of Shanghai’s digital regulatory system for hazardous chemicals.Based on literature research,this paper constructs an analytical framework for cross-sector data sharing in Shanghai’s government supervision of hazardous chemicals based on the collaborative governance SFIC model and digital governance theory,and conducts an empirical study on issues related to cross-sector data sharing in Shanghai’s governmental supervision of hazardous chemicals using a combination of literature research method,case study method and in-depth interview method.Firstly,this paper summarizes and analyses the current situation of cross-sector data sharing in Shanghai’s government regulation of hazardous chemicals in terms of four key elements,including Starting Conditions(S),Facilitative Leadership(F),Institutional Design(I)and Collaborative Process(C),in conjunction with the optimized SFIC model.Secondly,combined with in-depth interviews and case studies of the participants in this cross-sector data sharing exercise,this paper explores the problems and causes of cross-sector data sharing in Shanghai’s hazardous chemicals government regulation,including the imbalance of multi-level sharing subjects that affects the building of trust,insufficient catalytic leadership in the three data sharing sources,the fragmentation of departments that weakens the sharing power sources,the old data sharing model that hinders the achievement of solutions,and the imperfect data sharing system.Finally,in view of the existing problems,this paper proposes countermeasures to further promote cross-department data sharing in Shanghai’s governmental supervision of hazardous chemicals in terms of improving the system of responsibilities based on data sharing,constructing a framework for sharing data on hazardous chemicals governmental affairs in collaboration with the central government and the local government,creating an innovative model of cross-department data sharing adapted to the supervision of hazardous chemicals,and establishing a sound institutional mechanism for cross-department data sharing in the supervision of hazardous chemicals.This paper is a good example of how to promote cross-sector data sharing in governmental regulation of hazardous chemicals in Shanghai.This paper has certain practical significance for promoting cross-sector data sharing in governmental regulation of hazardous chemicals,and can also provide certain references for cross-sector data sharing in Shanghai government and even in other provinces and municipalities nationwide. |
