Research On Constructing Service Capability Model Of Government Agency Civil Servants In Hebei Province

Public service is a basic function of government,the level of public service capacity is the key factors to influence the level of the government’s ruling ability.Since China’s entry into the 21st century,put forward to speed up the transformation of government function,the function of the government constantly by the economic construction turn to public service.In 2005,a government report clearly put forward the idea of building a service-oriented government.Public service as a new concept is expanded research in our academic,is gradually practiced in China’s economic construction practice.At present,The eighteenth congress put forward to carry out the educational practice of part’s mass line with for the people,pragmatic and honest as the main content,Which points out that the practice of the mass line should aim for the people,service to the masses,learn modestly from the masses,sincerely accept mass supervision.In this situation,how to improve the ability of civil servants for the people service becomes an important issue to be researched currently.Civil servants are the core talent of the government administrative,the level of service capacity of civil servants is’ a reflection of the overall quality of the civil servants,represents the government’s image,reflects the level of the government’s ruling ability.Therefore,studying the service ability of civil servants in-depth and constructing the model of the service ability,have important practical significance to improve the public service ability of civil servants,carry out the mass line which the party central committee put forward,build a service-oriented government,fully embody the people-oriented governing idea.Based on the questionnaire survey,this paper adopts the method of combining quantitative analysis and qualitative analysis to study the service ability of civil servants in hebei province,and the model of service capacity of government agency civil servants in hebei province is constructed and has been tested.This article mainly follows:firstly,we Collected and collated extensive literature,Prepared a questionnaire of civil service capacity.Secondly,through designing,distributing and recycling questionnaire,we access to relevant data,and use a variety of statistical methods to do quantitative analysis of the data,thus to construct the model of service capacity of government agency civil servants in Hebei Province.Finally,this paper discusses the application of the model in the selection,the training,and performance appraisal of the civil service,which enrich the practical value of the model.This paper provides some reference to the theory research of the Civil service capacity management.
