With the rapid development of economy, the globalization process is accelerated day by day. Talent is becoming more and more important in the world competition, the civil service plays an important role in the national operation. as an important human resources in China, Quality and ability of civil servants is the sum of the personality, knowledge and skills, and it works efficiency has a direct impact on the civil service. We must improve the quality of civil servants ability level, the construction of high-quality, professional civil servants, in order to adapt to the social institutions of administrative management ability and higher efficiency requirements. However, China’s junior civil service quality and ability construction is facing a series of problems. Education level is low, age structure is too large, the sex ratio imbalance, lack of effective training effect, evaluation standard is not scientific. These problems are to a certain extent limiting the ability to enhance the quality of civil servants.The basic theory of this paper uses statistics, human resource management, management psychology. From the two aspects of the quality of construction and ability construction of civil servants, to the construction of grass-roots civil servants of Hebei province were studied First, summarizes the research results and relevant literature at home and abroad on the quality of civil servants and capability construction, in this paper the grass-roots civil servants quality and capability construction scope, and describes the relevant theoretical research on Application of the human resource management and management psychology. Secondly, through the Hebei provincial Civil Service Bureau data to describe the quality of civil servants of Hebei province the present situation of the construction of grass-roots civil servants, through the recruiting, training and assessment system in Hebei province was carried out to understand the current situation of the ability construction of grass-roots civil servants. Thirdly, through the study of the quality of construction and ability construction present situation, summarizes the problems and the causes of the existence of. Finally, to strengthen their own quality, innovative forms of training, improve the flow of the selection mechanism so as to put forward countermeasures to improve the quality and ability construction of grass-roots civil servants.
