Research On The Application Of Big Data In The Improvement Of Governance Ability Of Hebei Province

At the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,the task of "promoting the modernization of the state governance system and governance capacity" was put forward and set as the general goal of deepening the reform in an all-round way.The Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China proposed to implement the "National Big Data Strategy",which has been formally upgraded to the national strategy.In recent years,big data has been paid attention to worldwide,and has been widely used in public decision-making,social management and public services,and has made some achievements.However,there are still many problems in the application of big data in the improvement of government governance ability in Hebei Province.Therefore,this paper aims to solve the problem of big data application in the improvement of government governance ability in Hebei Province,so as to promote the improvement of government governance ability in Hebei Province.Guided by the governance theory and the new public service theory,this paper makes a comprehensive study on the application of big data in the improvement of government governance capacity in Hebei Province by using the methods of literature analysis,case analysis and comparative analysis.Firstly,on the basis of combing the concepts and characteristics of big data and government governance capacity,the role of big data in improving government governance capacity is analyzed.Secondly,this paper comprehensively explains the practical basis and effectiveness of the application of large and medium-sized data,as well as the existing problems and causes.Thirdly,by introducing and summarizing the practice and experience of the domestic and foreign governments represented by the United States,Australia and Guizhou in the application of large and medium-sized data in the improvement of governance capacity,this paper provides experience for solving the problems in Hebei Province.Finally,guided by the governance theory and the new public service theory,and combined with the practical experience of the United States,Australia and Guizhou at home and abroad.This paper puts forward some countermeasures and suggestions from the aspects of governance concept,organization reform and integration,big data infrastructure and platform construction,big data technology research and development and talent cultivation,promoting multi-subject participation and policy and regulation system,in order to solve the problem of improving the governance ability of Hebei government and the application of medium and large data.From the perspective of provincial government,this paper enriches the research on the combination of big data and government governance ability,expands the research object of big data and government governance ability to a certain extent,and makes up for the shortcomings of the application of big data in improving the government governance ability of Hebei Province.It provides a reference for promoting the coordinated development of Beijing,Tianjin and Hebei,and improving the governance capacity of other regions to solve the problem of big data application.
