Research On The Administration Of Grassroots Government According To Law In The Context Of "modernization Of Governance Capacity"

In November 2013,the Third Plenary Session of the 18th Central Committee of the Communist Party of China carried out reform on modernizing China’s "governance system" and"governance capability" as the overall goal of comprehensively deepen reform,having a significant effect in the aspect of theory and practice.The grass-roots government as the lowest administrative level in our country,bearing the heavy and complicated management tasks,the effects of the grass-roots government has the direct effects on society.We are establishing a harmonious socialist society at present.The grass-roots government’s administration is the crux of the government’s administrative image and social stability.Therefore,analysissing the problem of grass-roots government’s administration according to law has the profound basis in reality under the background of the modernizing China’s governance capability.Through the study of relevant data,this paper argues that the grass-roots government will promote administration according to law has profound practical and theoretical value linkageunder the background of modernizing China’s governance capability.The grass-roots governments in our countrypromoting administration according to law are facing with multiple difficulties and realistic problems,needing to clarify the internal and external conditions in the new period.This paper focuses on the question and the reason analysis of the grass-roots government to promoting administration according to law and put forward relevant countermeasures and suggestions on the basis of the above analysis.The difficulty of this article Is that the background of modernizing China’s governance capability fitting into the theory of administration according to law.This paper consists of six parts.The first chapter is the introduction of this article,discussing the background and significance of this reach.And describing the research ideas and research methods and innovation for the purpose of this articlebased on the literature review.The second chapter is related concepts and theoretical basis,introducing the related concepts and theory of this study.The third chapter introduces the modernization demand value and linkage theory onthe grass-roots government promoting administration according to law under the background of the modernizing China’s governance capability.Through analyzing the background and value demand of the grass-roots government administration according to law,pointong out that the intrinsic linkage of the modernizing China’s governance capability and the grass-roots government promoting administration according to law.The fourth chapter analyzes the multiple difficulties,cause analysis and implementation conditions on the process of the grass-roots government promoting administration according to law.The fifth chapter describes the practice of the grass-roots government to promoting administration according to law,taking LinYi town in Dezhou for example.The sixth chapter is the suggestion part,put forward the suggestion for the work of grass-roots government to promoting administration according to law in such aspects as the legal system,operating mechanism and administrative supervision.
