Research On The Build Of "No Closing Government" At Country-level

In recent years,the Internet develops rapidly in our country,it’s integrated into all aspects of people’s life and work,and the emergence of the Internet + is the main embodiment of the Internet’s influence.At the Third Session of the 12th National People’s Congress,Prime minister Li Keqiang said that:"We will develop the"Internet Plus" action plan to integrate the mobile Internet,cloud computing,big data,and the Internet of Things with modern manufacturing,to encourage the healthy development of e-commerce,industrial networks,and Internet banking,and to guide Internet-based companies to increase their presence in the international market."This is the first time that our government has put forward the concept of,which marked the"Internet +" truly become a national will.The influence of "Internet +" has changed the traditional relationship between government,citizen and society,and put forward new requirements to the government’s management idea and management mode.The third plenary session of the 18th CPC Central Committee proposed to promote the new concept of modern governance capability and system,and this concept was confirmed as one of the goals of comprehensively deepen reform in our country,with the"Internet +" achievements and experience in other fields,it will have the ability to become a useful method to achieve this goal.Facing the new situation and new requirements of developing the "Internet+",local governments at all levels in our country is carrying on the work of the "Internet+ government affairs",and building the "no closing government" under the new conditions.Country-level government is the key level of administrative system of our country,it’s the forefront and foundation of social governance,and also plays an important role in arranging collaboration and integrating information resources,so to build "no closing government" at the country level is the key to the development of China’s "Internet + government affairs".As local actual conditions are different,there exists some problems in the process of constructing "no closing government" at the country level,such as lack of right ideas,system building and infrastructure construction,due to the local standard is not unified,build a unified national system of’ no closing government " is also very difficult.Therefore,there needs to do some research on the countermeasures of building the provincial "no closing government",in order to help the government find problems and make improvements.This paper begin from the concept of "Internet +" and "Internet + government affairs",and then puts forward the basic concept of "no closing government",and summarize its principle and key characteristics.Subsequently,conclude the influence of "Internet +" to the construction of the "no closing government" from the aspects below,the transformation of the government’s role,the influence of the business,the influence of the spirit of the Internet,the popularization of mobile Internet and smart phones,and the emergence of new media.Then through the analysis of the current situation of the "Internet+ government affairs service" at country level of the four"Internet+ govemment affairs service" national demonstrative provinces,we can grasp the present situation of the "Internet + government affairs" at the country level in our country from large picture.Then the paper concludes the dilemmas of building the provincial "no closing govemment" from some aspects,such as ideology,system construction,the level of informationization and the construction of e-government platform and open government data platform.Finally,aiming at these dilemmas,this paper puts forward some policy suggestions from the aspects of the innovation of management,changing the government role,perfecting the system construction,enhancing the online government platform,strengthening the construction of information infrastructure and optimizing the mechanism of supervision and evaluation.
