Research On The Promotion Of Xi’an City’s Government Credibility Under The Background Of "Internet Plus"

With the rapid development of internet technology,the era of big data and new media comes.As one of the four pillars in the social credit system,government credibility is facing more and more challenges and opportunities in the tide of "Internet Plus".Taking Shaanxi,Xi’an,the largest central city in Northwest China as an example;laying the theory of social contract,asymmetric information and responsible government as the theoretical basis,this paper will study on government credibility in the context of "Internet Plus".Through literature research,questionnaire and data analysis,this paper makes an in-depth analysis and overall evaluation from four dimensions(administration according to law,diligence and efficiency,keeping promise and credit construction)towards different groups.The problems and its causes of Xi’an city’s government credibility in the context of "Internet Plus" are discussed,which are embodied in aspects of scientific and democratic decision-making,fulfillment of duty in accordance with the law,government dishonesty,management mechanism,improvement of service efficiency,commitment to policy commitments,openness of government affairs,credit work,credit information sharing,credit education,reward and punishment system,and regulatory framework,etc.Based on these above problems,with the help of Internet awareness and technical means,suggestions from the same four dimensions are put forward.For example,we should 1)innovate the government’s democratic decision-making process,2)improve the relevant information database of government integrity,3)improve the mechanism of encouraging honesty and punishment,4)use "Internet Plus" tomeet the needs of government affairs,5)standardize the commitment mechanism,6)improve the trustworthiness and accountability,7)make systemically design,8)coordinate the application credit information,9)innovate the way of government affairs openness,and 10)cultivate the concept of government honesty and credibility,etc.
