| Along with the acceleration of urbanization of China,numerous rural labors migrate to cities in search of work.Rural left-behind children are those who do not migrate with their parents.Since this century,the unprecedented scale,complicated situation and extensive influence of rural left-behind children have drawn more and more attention of China’s government,society and academic circles.However,public policies and methods have not attained a satisfactory outcome in tackling this issue.If the current thinking maintains,it would be difficult to get a fundamental solution.This paper studies rural left-behind children in Anhui province,based on the data of Sixth National Population Census of PRC,Investigation Report on Migrant Workers by Bureau of Statistics of China,and Anhui Rural Left-behind Children Survey Report by Anhui Women’s Federation.It analyses Anhui rural left-behind children’s amount and compulsory education status in a nationwide scale,as well as their proportion,distribution,living and learning status,guardian features,mental health and emotional communication.It also summarizes the problems and difficulties those children have to face.Then,the author explores the reasons that causing rural children become massively left-behind.The direct causes discuss why rural labors migrate for work and why those migrant parents leave children in countryside.The underlying causes point to China’s insufficient supply of public products and current urban-rural dual structure.Trying to cope with the issue of rural left-behind children,the paper firstly reviews the shortages of present-running measures and management.Then,it uses historical&spatial perspective,children-centered perspective and social issue perspective to cognize and treat the group in the long term.Finally,it comes to the proposals of shrinking group scale and improving children’s situation to solve the rural left-behind children problem. |
