Service System Construction Study Of Rural Left-behind Children In Fushun County

In recent years,with the rapid development,limited land resource,urban labor shortage,a large number of rural surplus labor rushes into the city.On the one hand,they provide a strong manpower support for the city,which offers continuous urban economy construction power.On the other hand,also guarantee the migrant-workers family income,improve their life standard.As living standard increased fast,only relying on the income of rural land can’t be able to meet a rural family’s daily expenses.They have to leave home and their children for multiple reasons to work in cities.From economic perspective,this is double-win situation.But for the long-term stable development,the negative impact is obvious,one of the most direct issue is rural left-behind children.Currently,the problem has attracted widespread attention and research in China and abroad.How to promote their healthy development,which is also an important part of China’s promotion of new rural construction.From the current situation,the life and future of rural left-behind children problem becomes very outstanding,but the rural left-behind children service system is still imperfect,multiple force not yet comes into work.Therefore,this study has a very important practical significance.In this paper,on basis of the consulting literature,sorting policy,investigation,questionnaires,etc.rural left-behind children’s present situation,problems and service system construction have been analyzed objectively.From result of the study,there is no fixed mode for left-behind children service system,which involves a various of parties,can’t simply rely on funds to solve everything.More important is we need to shape the healthy personality and positive thoughts of left-behind children in the light of your development,which requires supports from governments,societies,and families to work together on long-term planning,policy guidance,multiple cooperation,and family education.It should gradually come true,under current conditions of economic and social development.This thesis proposes solutions :improving the legal and policy system,improving the system of reducing social support,deepening the rural left-behind children’s service system,strengthening the joint actions of the society,strengthening school custody and compensation,increasing social consensus on care and service,and synergistically promoting synergy,to seek better solutions to the problems of left-behind children and build a more comprehensive care service system for the disadvantaged groups referring to problems such as the incomplete service system,unclear functional responsibilities,inadequate management & coordination,and wide gaps in conditional guarantees,etc.
