China’s “three dimensional rural issues “problem is very complicated,it can not only be regarded as a problem related to economic development and transformation,but also associated with the improvement of rights and interests of 900 million rural populations and its development.Thus it can be seen that “three dimensional rural issues “is not a simple local problem,but a problem including economic,social and political issues,and other fields,and even about the whole international economy and politics.The party in fifth Plenary Session of the 18 th CPC Central Committee pointed out: "the institutional mechanisms to improve the integration of urban and rural development,improve the long-term mechanism of rural infrastructure investment,promote the urban public services extended to rural areas,improve the level of construction of new socialist countryside".The new rural community construction is an important means to promote the integration of urban and rural areas.In recent years,the new rural community construction has been gradually promoted throughout the country,and achieved certain results.At the end of 2011,the State Council announced the second batch of formal rural comprehensive reform pilot area.Wenzhou became a member of the 18 experimental areas,and became one of the few prefecture level cities as a pilot unit.But we also cannot ignore the difficulty of the reform task: from a statistical standpoint,Wenzhou’s urbanization rate has reached60% ~ 70%,but from the Angle of the population,the numbers is quite high,and the actual amount is only about 20%.Preliminary estimates that about 80% of the farmers keep the rural way of living,but their mode of production and employment form have already transformed to non-agricultural,resulting semi-urbanization.Semi-urbanization has become the biggest obstacle that restricts Wenzhou city to realize the transformation and upgrading,but at the same time,this is also the biggest development potential in Wenzhou.In this paper,based on the investigation on Wenzhou rural community of recent years,combined with the relevant documents,statistics and discussions of the government,the current situation of the rural community construction in Wenzhou are described,and formed a preliminary analysis on the existing problems.Thus corresponding countermeasures are put forward.Through the investigation into the present situation of Wenzhou rural communities,and in-depth research of different types of rural communities,five of the Wenzhou countryside community construction bottlenecks are checked.Firstly,the community administrative tends to be serious.Secondly,divided power and responsibility.Thirdly,organization development deficiency.Fourthly,decision-making regulation has not been separated.Fifthly,personnel shortage.Then on the basis of the theory and practice,and puts forward some countermeasures to promote Wenzhou rural harmonious community construction: one is the integration of resources,strengthen the inputs;The second is the overall planning,promoting regional balanced development;The third is to optimize the service,build multivariate feature community;The fourth is democracy,improve the community autonomy environment;The fifth is pay attention to ecology,create green and harmonious community.
