The Application Of Entropy And Dissipative Structure Theory To The Performance Evaluation Of Government Departments

As the main aspects of the reform of the government in the new public management movement, researching on the performance of government departments is rapidly developing since 1970s. Traditional performance evaluation methods is an afterthought, stationary evaluation mechanism based on results. The theory of entropy and dissipative structure can be used to study the dynamic development of system as a whole and make predictions on the trend of running of system. It provides many new ways and methods in a related research of social sciences of the construction of system model, calculation method and data processing development. While used in the enterprise performance evaluation widely it can be applied in government departments.The paper has established the link between the theory of entropy and dissipative structure and the government department performance under the background of complexity science. We will transplant the theory of entropy and dissipative structure to the government performance evaluation by making a functional conversion, and establish a new method of performance evaluation of government departments which is different from the traditional one. It will have the function of dynamic evaluation and forecast and also can provide some new perspectives and methods for the performance evaluation of government departments.This study demonstrates the essential features of the complex system of government departments which can be used as a complex management organization system firstly. Secondly, the analysis revealed that the entropy of government departments was born in the organizational structure, internal management, external environment and public spirit, government departments had the conditions which were open, anti-equilibrium, nonlinear fluctuation and bifurcation for the formation of dissipative structure simultaneously. Thirdly, entropy of change and dissipative structure mathematical model was constructed by theory of entropy. The theory of government development is described by successful and effective government would to form dissipative structure based upon analysis. Finally, the results of evaluation is the basis of whether the government department has formed dissipative structure. At the same time, both a new evaluation system based on entropy of change and dissipative structure mathematical model and a new performance evaluation method of government departments called Entropy of Change and Dissipative Structure Mathematical Performance Evaluation Method of Government Departments has established by used method of information entropy of in the abstract for calculating the evaluation index.
