In October 2019,the fourth plenary session of the 19 th Central Committee of the Communist Party of China(CPC)adopted a decision on some major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China’s system and capacity for governance,where the construction of law-based administration with clearly defined duties and responsibilities were proposed.As the administrative reform throughout government agencies is deepened,one of the key tasks of modernizing the governance capacity is to improve public organizational structure,conduct,and performance.Based on the SCP paradigm in industrial economics,this study carries on research on public organization,with organizational structure,conduct,and performance of the Department of Transportation in City A as research objects.The organizational structure is analyzed from both horizontal and vertical dimensions.Horizontal organizational structure is classified into two fields—road transportation and shipping;it may also be divided into three sections,including transportation development,administrative management,and logistics support.Constituted by leadership,transit,and execution,the vertical organizational structure is categorized into top-down six layers—senior managers,supervisors,average employees,etc.Containing four basic segments of decision-making,transit,execution,and feedback,and comprising both formal and informal procedures,organizational conduct is faced with the development tendency of major departmental management,flexibility,and informality.In terms of organizational performance,the study focuses on the dilemma of function,synergy,and dynamics through the organizational operation.It is found that the dilemma of function is presented by conflicting functions between internal organizations and bureau-affiliated units.Other prominent problems shown in this regard include the fragmentation,disparity,and imbalance of organizational function.The dilemma of synergy stems from the logic of collective action,“promotion tournaments”,power constraints and so forth.The dilemma of dynamics results from problematic incentives in explicit,implicit,supervisory,and internal dimensions.In response to these issues,the organization shall be advanced from four aspects:reshaping organizational structures,optimizing organizational operations,strengthening organizational collaboration,and highlighting organizational incentives.
