Study On The Dilemma And Countermeasures Of Developing Home-based Care For The Aged In Rural Communities

Compared to city aging problems,the situation in rural areas is more serious.Family planning policy makes the family structure miniaturization,in addition,urbanization causes the outflow of rural youth labor force,which makes more and more empty nest family appeared.Under the effect of these two factors,the traditional rural family endowment pattern suffered a huge impact.In the case of traditional family endowment pattern is unsustainable and institution endowment patterns can’t make up for the role.Developing a more suitable community endowment pattern is of great significance.Through the questionnaire survey of the elderly people in A village in Jiangsu province,the gap between the actual demand and the supply of old age service was founded in A village.Combined with the characteristics of the community homebased-care service and the local government’s policy,it is concluded that the community homebased-care service is the best way to meet the needs of the elderly in A village.Based on interviews of grassroots community staff,this paper analyzed four main difficulties in the development of homebased-care services in A village,including the economic dilemma,administrative dilemma,cultural dilemma and talent dilemma.According to these difficulties,this paper summed up the development of rural community homebased-care services in five main points.First,we should adhere to the principles that homebased service should adapt to social and economic development level.Second,we need to create the filial piety culture accommodate with the homebased-care services.Third,we should establish a government-led diversified financing channels.Forth,we should strengthen the service function of rural community to improve community service levels.Fifth,enhance the construction of rural community homebased-care service,in order to guarantee the quality of homebased-care for the aged.
