The Research On Village-to-community Management In The Process Of Urbanization

With the acceleration of urbanization process, from the beginning of the 1990 s, China has gradually started the "Village-to-Community" work. After more than ten years of development, "Village-to-Community" despite formally transformed into urban communities, however, compared with urban relatively complete the community service system, most of the " Village-to-Community " are still difficult to completely integrate with the urban community in terms of their role conversion and community service. Strengthening the "Village-to-Community" management is an effective way to promote the coordinated development of urban and rural areas and accelerating urbanization, urban-rural integration of the objective requirements, but also to resolve conflicts faced countryside and maintain social stability.This paper mainly absorb the research of Community governance theory and New public service theory, Taking the "Village-to-Community" managemment practices of BeiFeng Street in Fengze District as the example, using social survey research methods, case analysis methods etc., analysis focused on "one core, four in one" community management mode of BeiFeng Street and Some innovative approaches in community service, collective assets supervision and management aspects. This paper argues that the existence of strong administrative color, lack of autonomy, collective asset management unscientific, slow development of social organizations and other issues of the current management, management system, economic basis, ideas, quality of personnel is the main cause of these problems. Combined with experience of community management in other " Village-to-Community " regions.This paper argues that under the background of urbanization, the " Village-to-Community " should transform government functions, to explore the establishment of a " party and government guidance, community autonomy " Community Management Model, and improved in the community party building, human resource management, promoting resident autonomy, collective asset management and other aspects.
