Research On Village-based Mixed Community Governance Under The Background Of Urbanization

With our country urbanization advancement speeds up unceasingly,the combination of urban and rural part of the villagers and residents live in a special community,mixed community.Mixed community is a new unique city pattern,and is in the process of urbanization construction in a transition mode,the villagers and residents live in mixed communities.Mixed community,to the community governance caused a lot of problems.Analysis mixed community governance issues and problems,to find the corresponding countermeasures,which is conducive to the governance of mixed community,while for the governance of various types of community play a reference role,so as to promote the construction of a harmonious community in China,the realization of a harmonious society.The village is a mixed community transition form transformation of rural to city community,often with the characteristics of economic form in the countryside and the city,population mobility,complex structure,social structure with the clan.The blood based original is changing,often complicated contradictions,conflicts,some involving land ownership disputes and security disputes the frequent problems of landless peasants,interwoven education,the education of the children of the pension problem,which is one of the key areas can not be ignored in the practice of public administration.From across the country in recent years in the village of mixed community mass events,these problems are often involved in grass-roots government,autonomous organizations,residents,floating population,enterprises and other multistakeholder,which is often difficult to treat.The traditional theory of public administration,as the starting point of the theory tend to focus on how the government should do,and apply to village analysis of mixed community problems,there are obvious limitations,limited administrative capacity,often government administrative resources and the shortage of information asymmetry and other difficulties are completely unmasked.In contrast,analyzed from the perspective of governance theory,by comparison,has obvious advantages,multi center governance advocated by the government,in addition to other grassroots autonomous organizations,economic organizations,non-governmental organizations and even individual residents are incorporated into the grass-roots governance pattern,a village to adapt to the diverse characteristics on the other hand mixed community,through economic and social organizations involved,to make up for deficiencies in the ability of local governments and administrative resources shortage.This is the important reason why this article chooses governance theory as the study of mixed residential community.Of course,not involved by multiple subjects,will be able to realize village mixed community "good governance",the key is how to realize the effective cooperation between multiple subjects,in order to solve the problem,this is an important aspect of the research and thinking.From the relevant literature of governance theory,although I get a lot of inspiration and reference,there is a big difference because of multi subject interests,behavior,decision-making orientation,organizational structure and other aspects,what changes will occur in practice,these problems to study and solve the key is more complex,mixed village community problems.Therefore,the author in the course of the study,starting from the analysis of specific cases,to explore through comparative studies and data analysis,trying to find the problems,solve the village governance theory to some rules and experience mixed community in the use of it,and on the basis of summarizing the experience,to further deepen the understanding of the theory of governance.The practice to provide some valuable guidance.Firstly,used the method of literature study of urbanization in the middle of the village mixed community formation process,and causes and governance related basic theory,and analysis of governance theory of mixed community governance adaptability.Secondly,through the case study method,taking Qilin District Village mixed community as a case example analysis,of the status quo of the development of community,community organization structure,current management initiatives for research and analysis,summed up the village occupies the mixed community development dilemma,the problem of scarcity of public service,social security and social stability problems,the characteristics of community and the governance of the low efficiency of the management to comb through governance Models play the role and the practical problems existing in the current management mode were summary and specific analysis,and further explore the deep-seated reasons behind the problem.Thirdly,through the function analysis method,to multi center governance point of view,respectively,of enterprises,non-governmental organizations,residents of the main participation in mixed community governance,solve mixed community development,public service scarcity and try to use network governance mode construction center in mechanism of mixed community,adapt to and meet mixed community development of the reality of the demand system,standard management model to further explore.
