Research On The Influence Of Government Performance On The Promotion Of Local Officials

After the reform and opening up,China's economy has experienced a rapid development.Many scholars have discussed the reasons.The theory of political promotion championship has been approved by the vast majority of scholars.According to the theory of Political Promotion Tournament,there is a tournament mechanism with economic development index as the core in the promotion of local officials in China.Under the promotion of this mechanism,local officials will focus on economic development in order to win the championship.With the continuous progress of reform and opening up,the way of pursuing economic development is no longer suitable for the current situation of development in the new era.The national development goal has also changed from "economic construction as the center" to the comprehensive and coordinated development under the "five in one" general layout.The change of national development goal directly leads to the change of local officials' behavior and promotion path.Since 2005,the central government has begun to change the "one-dimensional GDP" performance evaluation method for local government officials,gradually incorporating environmental protection performance,social and people's livelihood performance into the evaluation of local officials,and taking the evaluation results as an important standard for official selection and appointment.This paper takes the mayors and party secretaries of 258 prefecture level cities in China from 2007 to 2016 as the research object,collects the data of their position change,age,education level,time in office and performance of economy,environmental protection and people's livelihood.By constructing two logistics models,this paper explores whether the past assessment and evaluation methods with economic growth as the core really gradually compound GDP,ecological environmental protection and social people's livelihood And the comprehensive indicators are replaced.The empirical results show that: with the growth of age and tenure,the possibility of promotion of local officials is gradually reduced;economic performance and environmental protection performance can improve the probability of promotion of local officials,which to some extent reflects that the "environmental protection performance evaluation system" set up by the central government for local government officials is playing its due role;and the social unemployment rate as the representative The performance of meeting people's livelihood does not increase the chips for the political promotion of local officials,but does not mean that other performance indicators of people'slivelihood will not affect the promotion of officials.On this basis,this paper puts forward four suggestions: enrich the assessment of economic performance indicators,promote high-quality economic development;improve the environmental performance assessment system,improve local environmental quality;deepen the assessment in the field of people's livelihood construction,improve people's satisfaction;improve the tenure system of local officials,reduce frequent personnel flow.Therefore,we should give full play to the role of official performance appraisal system and promote the comprehensive,coordinated and sustainable development.
