Along with continuous progress of urbanization, the development zone develops rapidly. In addition to the economic functions of radiation area, being faced with increasingly complicated social management needs, social management functions of development zone has. become increasingly prominent. For example, the development zone attracts a large number of enterprises to enter, and also brings a large number of floating population, labor disputes migrants, communication integration, strong education, health care and other social management and security needs. Another example is the zone continuing to expand land. However, a large number of landless peasants placement, re-employment, relocation compensation, social security, and other complex and diverse social problems are caused by expropriation of land. The study on the duty and function of economic and social management of development zone is of both pratical and theoretical significance.Throughout the practice of the duty of social governance of development zone, at the level of ideas, system and others, there are still many practical difficulties. First, more attentioned are still paid to the functional of economic development, function of social management is less valued.Second, it is difficult for the development zone of traditional mono-social management to meet the increasingly diverse needs of the community. This article takes Nanjing High-tech Industrial Development Zone for example, through field visits, to understand the development process of the Nanjing High-tech Industrial Development Zone, the current situation and problems of duty and function of social governance. Investigating its deep-seated reasons, those are mainly the following aspects:first is at the value level, which is the concept of zone management agencies to undertake social management functions needed to be improved; second, the legitimacy of development zone and the range of its rights related to socialmanagement are not yet clear; Finally, ways and means for the development zone to undertake social management functions need further confirmation.In view of the dilemma of the run of function and duty of social governance by the development zone, the development zone undertaking social management functions needsthe government to change the concept and to actively support the decentralization of authority, and the function of management committee of economic development zone to expand to social management, the management committee of economic development zone to enhance the comcept of managing social affairs according to law. From research and analysis on practice, development zone to undertake social management functions is divided on time with a choice of content, on a targeted manner, with secured effect and the objectives being continued promoted. It should learn from first effective regional experience, inquiry in-depth the problems of governmental administration positionpower operation and management supervision and restraint system, etcafter receiving social management functions, and need to focus on institutional issues of supporting special functions, to explore a reasonable pathand long-term mechanismthe for the development zone to undertakesocial management functions to protect the comprehensive play economic and social functions of development zone. This paper, based on the theory of administrative ecology, the theory of good governance, administrative by law and other theories, conducts a comprehensive analysis on the duty and function of social governance of the development zone, taking literature, case studies, expert discussion method, combined with relevant experience analysis outside the region and taking their constituents, in order to explore values, scope, methods, and monitoring mechanisms and long-term mechanism for the zone to undertake social management functions.
