Analysis Of Regional Differences Of Basic Public Services Level In Lanzhou

The basic public service is the service which is led by the government, which aims at ensuring the survival and development of all the citizens. It generally includes education, health, culture, social security, public infrastructure and other services. In recent years, with the rapid development of China’s social and economic development, the phenomenon of Non equalization of basic public services is becoming more and more obvious. In the "12th Five-Year" plan, the country to promote the equalization of basic public services and establish and improve the basic public service system as an important content of construction. The academic circles also have a wide range of concerns and discussions about this issue.Because of the data acquisition and other reasons, the research on the spatial difference of basic public service level from the township(street) scale is rare. In this paper, we construct an index system which is suitable for the township(street) scale basic public service level, and then use the entropy value method to calculate and analyze the spatial difference of the basic public service level of 111 towns(streets) in Lanzhou city, and discusses the influence factors of the spatial difference. The main results and conclusions of the study are as follows:(1) Basic education services, basic medical services and transportation services are showing the distribution characteristics and similar spatial aggregation, high value center street in Chengguan District and Qilihe District agglomeration distribution, low value area concentrated on the edge of town, forming a typical "center periphery" structure.(2) analyzed the regional differences of the basic public service level in Lanzhou, and the results show that the: below average for the area of the township(town, street) accounted for ratio is 55.86%, indicating that the overall level is low, Scored the highest Street(Jiu quan Road Street) is 3.32 times the lowest score Xiang(HA Xian Xiang), indicating that the spatial difference is bigger.(3) From the global spatial autocorrelation analysis, the basic public services in Lanzhou city has the global space strong correlation(Moran s I=0.61); From the local spatial autocorrelation analysis, most of the township(town, street) basic level of public service performance is no significant spatial correlation, Cheng guan, Qi li he and Xi gu District each have a high level of accumulation area, most of the township of Yu zhong, Gao lan and Yong deng County is low level of aggregation edge area. It shows that the central regional diffusion effect is more obvious, but the radiation is not very strong, the basic public services in the peripheral towns are slow, and the gap between the center and the center is larger.(4) From the traffic point of view, the high level of basic public services along the railway and the expressway is a stripe distribution; from the overall trend, in the direction of the central uplift, the two wings of the "n" shape of the depression, showing the central uplift in the north-south direction, the North South low "n"- shaped trend.(5) the level of economy, Population density and urbanization are closely related to the basic public service level of Lanzhou city, to a certain extent, promote the improvement of the basic public service level of Lanzhou city.The results of the study provide more detailed decision support information for relating government departments to promote the equalization of basic public services in Lanzhou.
