The Performance Research Of Rural Basic Pulic Service In Ethnic Minority Autonomous Region Based On Entropy TOPSIS

Since entering the new century,our economy have being developped by leaps and bounds,people is more concerned about the public goods offered by government.With more and more concentration being put on rural basic public goods,the benefit is appeared gradually,which can be reflected by the increasing agricultural production.However, Chinese regional development is increasingly showing a tendency of inequality. As a result of special demand of ethnic minority autonomous coutries,the capacity of government supply and other reasons,there is a huge gap between rural areas of ethnic minority autonomous countries and the rest of China in supply of basic public services,which will be a negative effect on the construction of harmonious society.How to increase the supply of rural public goods effectively,narrow the gap with other provinces and figure out a countermeasure to improve service performance is what we need to do at once.Base on the review of previous reseach,we difined the concept of rural basic public service again and divide it into four aspects as followsrrural infrustruction.rural education and cultual service,medical and health service and rural social security service.Then we choose Yunnan province as a representative of ethnic minority autonomous region andguangxi,guizhou,xizang.qinghai,chongqin,xinjiang as reference area, Under the background of urban-rural integration,we take public service location theory, structure theory, the new public service theory and local public product theory as a theoretical basis for analysis.On the combination of reginal situation, we construct the index system to measure the performance of basic public services in rural areas,determine the objective weight for each indicator by the method of entropy,Then calculate the distance between the indicator vectors and the ideal solution using TOPSIS decision analysis method.Furthermore,we conclude the factors which have an effect on the rural basic service level,At last,aiming at the difference.we figure out a countermeasure to improve the sevive level of yunnan province.Through analysing the rural basic public service level of selected area,we can draw the conclusions as follows:Firstly,the factors that having an effect on rural basic public service level include the level of economic development, government fiscal policy, market openness and demographic factors, the level of economic development is the most important factor.It has a cumulative circulation causal effect between the regional difference of rural public goods supply and regional difference of economic development.Secondly, the level of basic public service in rural areas of yunnan province is lowest among the selected areas,and the gap is mainly concentrated on rural health care and social security.
