Research On The Coordination Relationship Between New Urbanization And Basic Public Services In Beijing-Tianjin-Hebei Region

The problems such as insufficient supply scale,low quality level and unbalanced development of basic public services caused by the traditional "material-based" urbanization development path are inconsistent with the value orientation of new urbanization,such as "people-oriented","quality orientation" and "fair sharing",And this contradiction is particularly prominent in Beijing-Tianjin-Hebei Region.The key to solving this problem is to take into account the improvement of the development level of basic public services and high-quality supply while promoting the new urbanization development path,and to promote the coordinated development of the relationship between the two.By constructing the evaluation index system of new urbanization and basic public services,and comprehensively using entropy method,coupling coordination degree model,exploratory spatial data analysis（ESDA）and spatial econometrics model,this paper measures and analyzes the development level,coupling relationship and influencing factors of Beijing-Tianjin-Hebei Region two systems from 2010 to 2019,and puts forward countermeasures and suggestions to improve the coupling coordination level according to the empirical conclusions.The results show that:（1）The development level of new urbanization and basic public services in Beijing-Tianjin-Hebei Region shows the characteristics of large gap between two levels,different types of development and relative concentration of development resources;（2）The new urbanization and basic public services in Beijing-Tianjin-Hebei Region have developed synchronously during the research period,and the coupling and coordination level is not high.From a spatial perspective,the two systems show a positive correlation in spatial distribution,but the agglomeration effect is not strong,the degree of interaction between cities is not high,and the characteristics of spatial unbalanced agglomeration are prominent;（3）Economic development,government finance,industrial structure and market environment factors will have a positive impact on the coordinated development of the two systems in the region,but the impact on the surrounding areas is not significant,and even inhibit their development;The factors of transportation conditions will have a positive effect on the coordinated development of the two systems in the local and surrounding areas;Demographic factors will reduce the coordinated development level of the two systems in the local and adjacent areas.According to the conclusion of empirical analysis,this paper puts forward the following strategic suggestions:（1）Improve the financial transfer payment system and innovate the supply mode of basic public services;（2）Enhance the radiation level of central cities and enhance the complementary linkage of internal cities;（3）Improve the carrying capacity of urban population and innovate population service and management.
